A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON APPROVING AND AUTHORIZING THE EXECUTION OF
TASK ORDER NO. 2011-3 TO THE STANDARD MASTER
AGREEMENT, BY AND BETWEEN THE CITY OF VERNON AND
CH2MHILL ENGINEERS, INC.
WHEREAS, on February 23, 2009, the City Council of the City
of Vernon adopted Resolution No. 9866 approving a Standard Master
Agreement (the "Agreement"), with CH2MHILL, Inc., to provide
environmental and engineering support and related services, as well as
construction management services, in connection with power and energy
projects on a task basis and
WHEREAS, on October 19, 2009, the City Council of the City
of Vernon adopted Resolution No. 10,081 approving Task Order No. 1,
Modification B to the Agreement; and
WHEREAS, on May 3, 2011, the City Council of the City of
Vernon adopted Resolution No. 2011-71 authorizing the execution of
Task Order No. 2011-1 for additional funding for the development and
permitting if the City's wind energy project; and
WHEREAS, by a memorandum dated May 24, 2011, the Director of
Light & Power has recommended that the City enter into Task Order
No. 2011-3 pursuant to the Agreement in an amount not to exceed
$128,000.00 to support and cover necessary activities to comply with
local, state and federal requirements; and
WHEREAS, the City Council of the City of Vernon has
determined that, pursuant to the provisions of subsection (b)(1) and
(7) of Section 2.27 of the Vernon City Code, it is in the public
interest and necessity to approve Task Order No. 2011-3 to the
Agreement with CH2MHILL Engineers to provide professional and
consulting services for the necessary activities required to comply
with local, state and federal requirements.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon hereby
finds and determines that the recitals contained hereinabove are true
and correct.
SECTION 2: The City Council of the City of Vernon hereby
approves Task Order No. 2011-3, with CH2MHill ,Engineers, a copy of
which is attached hereto as Exhibit A.
SECTION 3: The City Council of the City of Vernon hereby
authorizes the Mayor or Mayor Pro-Tem to execute Task Order No. 2011-3
for, and on behalf of, the City of Vernon and the City Clerk is hereby
authorized to attest thereto.
SECTION 4: The City Council of the City of Vernon hereby
authorizes the City Administrator, or his designee, to take whatever
actions are deemed necessary or desirable for the purpose of
implementing and carrying out the purposes of this Resolution and the
transactions herein approved or authorized.
SECTION 5: The City Council of the City of Vernon hereby
directs the City Clerk, or the City Clerk's designee, to send a fully
executed Task Order No. 2011-3 to CH2MHILL Engineers, Inc.

SECTION 6: The City Clerk of the City of Vernon shall
certify to the passage, approval and adoption of this resolution, and
the City Clerk of the City of Vernon shall cause this resolution and
the City Clerk's certification to be entered in the File of
Resolutions of the Council of this City.

BETWEEN C112M HILL ENGINEERS, INC. AND THE CITY OF VERNON FOR PROFESSIONAL
SERVICES DATED MARCH 4, 2009, AS AMENDED IN MAY 3, 2011 ("AGREEMENT")
Task order is to provide multi -media compliance reporting assistance to The City of Vernon for several of its
divisions.
Specific Services:
Provide services as described in the attached proposal dated May 11, 2011 (the "Proposal'), attached hereto and
incorporated herein by this reference.
Compensation Provisions:
Time and materials basis at rates set forth in the Proposal in an amount not to exceed $128,000 unless previously
approved by the City in writing.

Scope of Work
The City operates a gas turbine peaking plant that produces electricity used by the City. In
addition, the City Light & Power Department provides electricity and natural gas to Vernon -
based industries. The Gas Division operates a gas distribution system to Vernon -based
industries. The Water Division of the Community Services and Water Department provides.
potable water drinking water to the City. The Public Works Division provides Sewer and Storm
Drain systems.
These operations are governed by several permitting agencies. The City has an air permit
issued by the South Coast Air Quality Management District (SCAQMD), an industrial
wastewater permit administered by the LA County Sanitation District (LACSD), and permits
issued by the Los Angeles Regional Water Quality Control Board (RWQCB). Other agencies
which interact with the City on environmental issues include the California Energy
Commission, the California Air Resources Board, USEPA, California Climate Action Registry,
The Climate Registry, The International Council for Local Environmental Initiatives, Los
Angeles County Sanitation District, and the Los Angeles Regional Water Quality Control Board
(LARWQB).
Proposed Scope of Work
CH2M HILL proposes to complete the following specific tasks for the City:
Task 1— Compliance Support to the Light & Power Department
CH2M HILL will lead the preparation of required air quality, hazardous material, industrial
wastewater, and storm water related compliance documents for the Light.& Power Department
power facilities for submission to the various agencies such as SCAQMD, LACSD, and
LARWQB.
These include:
• NOx RECLAIM Quarterly Certification of Emissions Report to the SCAQMD (Due
January, April, July, and December every year)
• Title V Semi -Annual Compliance Monitoring Report to the SCAQMD (Due February
and August every year)
• Title V Annual Compliance Monitoring Report to the SCAQMD and USEPA (Due
August every year)
• Annual Criteria Pollutant and Toxic Air Contaminant Emissions Report to the SCAQMD
(Due March every year)
• NOx RECLAIM Annual Permit Emissions Program (APEP) Report to the SCAQMD
(Due August every year)
• Miscellaneous technical reports for the SCAQMD
• Storm water annual report submitted to the LARWQB (July every year)
• Monthly Wet Season Visual Observation (Internal Report, every month)
• Quarterly visual observation of Non -storm water discharge (Due March, June,
September and December every year)
• Annual comprehensive site compliance evaluation relating to storm water (internal
report, due June every year)
• Wastewater surcharge exemption report (internal report, due August every year)
• Business plan for storing and handling hazardous materials - report submitted to the
City of Vernon Health Department (Due July every year)
Task 2 — Services to the City of Vernon in preparing CARB AB32 GHG emission
inventory reports for the electricity distribution system
CH2M HILL will assist in the preparation of AB32 GHG emission inventory reports for the
electricity distribution system. These reports are required by the California Air Resources
Board (CARB). As part of this task, the data collection, quality control checks, and the
preparation of the inventory report will be completed along with submittals of the inventory to
the CARB. These include:
• AB32 Green House Gas (GHG) Emission Inventory Report - California Air Resources
Board (Due June every year)
• AB32 Green House Gas (GHG) Emission Inventory Report - California Air Resources
Board (Due December every year)
Task 3 - Services to the City of Vernon in preparing CARB AB32 GHG Rule
implementation fee reports for the natural gas distribution system
CH2M HILL will assist in the preparation of the AB32 GHG rule implementation fee report for
the natural gas distribution system. This report is required by the California Air Resources
Board. This will include organizing the data collection, performing quality control checks, and
assistance in preparing the report. These include:
• AB32 Green House Gas Rules Implementation Fee Report - California Air Resources
Board (Due January every year)
Task 4 — Services to the City of Vernon in preparing CCAR GHG Emission Inventory
Reports for the City of Vernon facilities, including vehicles and off -road equipment
CH2M HILL will manage the preparation and verification of the CCAR GHG emission
inventory report for the City owned facilities, including vehicles and off -road equipment. These
reports are submitted to the California Climate Action Registry. As part of this task CH2M
HILL will organize the data collection, perform quality control checks, and supervise the

CH2M HILL will manage the preparation of the GHG emission inventory report for the City of
Vernon natural gas distribution system. This report is required by the United States
Environmental Agency. As part of this task CH2M HILL will organize the data collection,
perform quality control checks, and supervise the preparation of the inventory report and
submits the inventory to the USEPA. Additional details of the GHG emission inventory report
required to be prepared include:
• Green House Gas Emission Inventory Report for the City of Vernon Natural Gas
Distribution System - United States Environmental Protection Agency (Due March
every year)
Project Cost
CH2M HILL proposes to complete the above scope of work on a time and materials basis not to
exceed $128,000.
CH2M HILL will monitor progress on this project, especially as it relates to the original scope of
work and schedule. Changes in project assumptions, deliverables, and/or schedule will be
discussed and documented with the City, and if agreement between CH2M HILL and the City
is reached regarding such changes, the cost of such changes will be covered in a change order.
Project Assumptions
Budget based on 16 hours per week for staff engineer and 4 hours per week for senior level
support for one year (50 weeks) for a total of 1,000 hours plus administrative support.
Additional authorization will be necessary to continue for subsequent years.

PURPOSE
New Task Order No. 2011-3 pursuant to the Standard Service Agreement (MSA) to
support and cover necessary activities to comply with local, state and federal
requirements related to the requirements of the Los Angeles Regional Water Quality
Board, the South Coast Air Quality Management District (SCAQMD), the LA County
Sanitation District (LACSD), and the Los Angeles Regional Water Quality Control Board
(RWQCB).
RECOMMENDATION
It is recommended the attached Task Order No. 2011-3 with CH2MHILL Engineers, Inc.
be submitted for City Council approval at the June 7, 2011 meeting.
FISCAL IMPACT
The total cost for Task Order No. 2011-3 is for an amount not to exceed $128,000.
