A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON SETTING FORTH PROCEDURES AND SCHEDULE FOR
THE SELECTION OF KEY CITY MANAGEMENT PERSONNEL, THE
COMPENSATION OF SUCH PERSONNEL, AND THE RE-
AFFIRMATION OF THE POSITION OF THE CITY
ADMINISTRATOR
WHEREAS, the City has currently begun the process for the
selection of the City Attorney of the City engaging appropriate search
firms to accomplish that objective; and
WHEREAS, the City intends to commence the same process,
beginning in January 2012, for the City Human Resource Director; and
WHEREAS, the City shall commence the search process,
beginning in March 2012, for the City Administrator; and
WHEREAS, the City shall by this resolution, re -affirm the
employment of the current City Administrator through April 17, 2012
and provide for his position as Fire Chief after that date.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon hereby
finds and determines that the recitals contained hereinabove are true
and correct.
SECTION 2: The City Council of the City of Vernon hereby
authorizes the engagement of employment search firms, according to the
appropriate processes currently being undertaken for the position of
City Attorney, for the positions of Human Resource Director,
commencing January 17, 2012 and City Administrator, commencing
March 17, 2012.
SECTION 3: The City Council hereby re -affirms the continued
employment of Mark Whitworth as both the City Administrator and City
Fire Chief until April 17, 2012, or later if requested by the City
Council. Such employment may only be terminated for cause. On the
date of April 17, 2012, at Mark Whitworth's election, he will continue
on as the Fire Chief of the City until April 17, 2013.
SECTION 4: The City Council will on April 17, 2012, if Mark
Whitworth so elects to serve in the position of Fire Chief, amend the
Budget of the City to provide to the Fire Chief the level set forth
for the annual compensation in the Salary Survey for the position of
City Administrator for one year to compensate Mark Whitworth for his
ongoing duties after April 17, 2012 to carry out the balance of the
good governance changes being undertaken by the City.
SECTION 5: The City Clerk of the City of Vernon shall
certify to the passage, approval and adoption of this resolution, and
the City Clerk of the City of Vernon shall cause this resolution and
the City Clerk's certification to be entered in the File of
Resolutions of the Council of this City.

RE: Search Process for Top Management Positions

I have received over the past several weeks requests from various members of the City Council
to begin a search process for all the top management positions of the City. The process began
with the City Attorney and now Council is being requested to continue the process with the
Human Resource Director and City Administrator, as set forth in the attached resolution's
schedule.
Further, this Resolution provides for the orderly transition of the current City Administratoffire
Chief back to the Fire Department, at his election, additionally tasking him with the duties of
aiding the new administration in the continuation of the "Good Governance" restructuring
measures.
Recommendation:
It is hereby recommended that the attached Resolution be approved.
