Resolution No. 2012-019RESOLUTION NO. 2012-19 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON, CALIFORNIA, REQUESTING THE BOARD OF SUPERVISORS OF THE COUNTY OF LOS ANGELES TO CONSOLIDATE A SPECIAL MUNICIPAL ELECTION TO BE HELD ON JUNE 5, 2012 WITH THE STATEWIDE DIRECT PRIMARY ELECTION TO BE HELD ON THE DATE PURSUANT TO § 10403 OF THE ELECTIONS CODE WHEREAS, the City Council of the City of the City of Vernon called a Special Municipal Election to be held on June 5, 2012, for the purpose of electing one (1) Member of the City Council to fill the unexpired term of a City Council member which expires in 2014; and WHEREAS, it is desirable that.the special municipal election be consolidated with the Statewide Direct Primary election to be held on the same date and that within the city the precincts, polling places and election officers of the two elections be the same, and that the county election department of the County of Los Angeles canvass the returns of the Special Municipal Election and that the election be held in all respects as if there were only one election. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF VERNON AS FOLLOWS: SECTION 1: That pursuant to the requirements of § 10403 of the Elections Code, the Board of Supervisors of the County of Los Angeles is hereby requested to consent and agree to the consolidation of a Special Municipal Election with the Statewide Direct Primary election on Tuesday, June 5, 2012, for the purpose of the election of one (1) Member of the City Council to fill the unexpired term of a City Council member which expires in 2014. SECTION 2: That the county election department is authorized to canvass the returns of the Special Municipal Election. The election shall be held in all respects as if there were only one election, and only one form of ballot shall be used. SECTION 3: That the Board of Supervisors is requested to issue instructions to the county election department to take any and all steps necessary for the holding of the consolidated election. SECTION 4: That the City of Vernon recognizes that additional costs will be incurred by the County by reason of this consolidation and agrees to reimburse the County for any costs. SECTION 5: That the City Clerk is hereby directed to file a certified copy of this resolution with the Board of Supervisors and the county election department of the County of Los Angeles. SECTION 6: The City Clerk of the City of Vernon shall certify to the passage, approval and adoption of this resolution, and the City Clerk of the City of Vernon shall cause this resolution and the City Clerk's certification to be entered in the File of Resolutions of the Council of this City. Yamaguchi, City Clerk M RE: Special Municipal Election — June 5, 2012 Back rground: RECEIVED JAN 1 1 2012 CITY A On June 5, 2012, the City of Vernon will be conducting a Special Municipal Election ("election") for the purpose of electing one member to the City Council to fill the unexpired term left by former Mayor Hilario Gonzales. This requires a resolution calling the election, and a resolution adopting regulations pertaining to materials prepared by any candidate for a municipal election. In addition, the City Clerk's office is requesting a consolidated election with the Statewide Direct Primary Election. The City Clerk's office also requires the Board of Supervisors of the County of Los Angeles to permit the County Election Department to prepare and furnish to the City, the computer record of the names and addresses of all eligible registered voters in the City, and regulations regarding candidate statements, so that the City may print labels to be attached to self -mailer sample ballot pamphlets, and to make available to the City additional election equipment and assistance according to state law, if necessary. Recommendation: I recommend that the following resolutions be approved for the Special Municipal Election to be held on June 5, 2012: 1. Callingthe.election, 2.
