A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON APPROVING A WORK PLAN AND BUDGET FOR FISCAL
YEAR 2012-2013 FOR THE SUSTAINABLE DEVELOPMENT AND
ENERGY EFFICIENCY COMMISSION OF THE CITY OF VERNON
WHEREAS, by Resolution No. SDEEC-4, adopted April 25, 2012,
the Sustainable Development arid Energy Efficiency Commission of the
City of Vernon ("SDEEC") approved and adopted a Work Plan and Budget
for Fiscal Year 2012-2013 and submitted the Work Plan and Budget to
the City Council of the City of Vernon pursuant to Article XIX,
Section 2.149, Powers and Duties, of the Vernon City Code; and
WHEREAS, the City Council of the City of Vernon desires to
approve the Work Plan and Budget submitted by the SDEEC.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon hereby
finds and determines that the recitals contained hereinabove are true
and correct.
SECTION 2: The Work Plan and Budget for Fiscal Year
2012-2013 submitted by the SDEEC and provided for in Resolution
No. SDEEC-4 is hereby approved.
SECTION 3: The City Clerk of the City of Vernon shall
certify to the passage, approval and adoption of this resolution, and
the City Clerk of the City of Vernon shall cause this resolution and
the City Clerk's certification to be entered in the File of Resolutions
of the Council of this City.

RE: Resolution Adopting the Sustainability Development and Energy
Efficiency Commission (SDEEC) Workplan and Budget for FY2012-
2013
On Wednesday April 25, 2012, the SDEEC approved a Resolution to adopt the
proposed Workplan and Budget for FY 2012-2013 by a vote of 4-0.
Backgroun
With the initial meeting of the first Sustainability Development and Energy Efficiency
Commission on February 29, 2012, Ordinance 1188, section 2.149. Powers and Duties
requires SDEEC to prepare an annual Workplan and Budget within 60 days of our first
meeting. The following work plan outlines the goals and focus of the Commission for
the upcoming year:
• Provide Sustainable and Energy Efficient Standards in Zoning and Community
development Projects
• Provide an Open Forum for Policies and Practices
• Provide for Education and. Outreach to the Vernon Businesses and
General Public I
• Initiate New Policies and Practices to Promote Sustainability
• Focus on New Projects and Ideas (examples)
• Adopt a Sustainability Action Plan (SAP)
• Adopt a Mandatory Commercial Recycling Policy (AB 341)
• Establish a Solid Waste Franchise Hauler Program which Consolidates
Trash Hauling Enterprises Within the City and Imposes Strong
Environmental & Safety Standards (De Leon)
• Consider Property Assessed Clean Energy (PACE) Financing for
Commercial Properties
o Adopt a Green House Gas Reduction (AB 32) Policy
• Consider Purchasing Electric Vehicles and Installing Solar Re -charging
Stations
• Work with Business Development Committee to Attract Green Businesses
to Vernon
• Consider a Tree Planting / Beautification Project
• Storm Water Management (MS4 Permit)
The FY 2012-2013 SDEEC budget is identified as separate line -item expenditures
under the Health Departments "1061" Health — Solid Waste Budget. Expenditures
totaling $20,000.00 for meeting stipends, education, travel and training for the seven
commissioners has been proposed in the current budget and will require final City
Council approval.
Recommendation:
It is my recommendation that a Resolution adopting the workplan and budget be drafted
and submitted to the City Council for approval, and placed on the agenda for the May
15, 2012 meeting.
An annual workplan and budget shall be submitted every year thereafter.
