A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON AMENDING RESOLUTION NO. 2012-115 REGARDING
THE COMPENSATION, COSTS AND BENEFITS OF IT.S
EMPLOYEES ("PERSONNEL RESOLUTION") BY AMENDING
CERTAIN SECTIONS AND SCHEDULE NO. XII OF THE
PERSONNEL RESOLUTION (AMENDMENT NO. 1)
WHEREAS, on June 20, 2012, the City Council of the City of
Vernon adopted Resolution No. 2012-115 to be effective on
July 1, 2012, regarding the compensation, costs and benefits of its
employees, (the "Personnel Resolution"); and
WHEREAS, Section 1 of the Personnel Resolution contains
language that is inconsistent with the Vernon City Charter; and
WHEREAS, Section 7 of the Personnel Resolution established
the bilingual pay program and provides for the use of the Los Angeles
County proficiency test, Which is no longer available to the City; and
WHEREAS, Schedule No. XII, Exhibit L, of the Personnel
Resolution provides for positions and salary scales of positions
within the Light & Power Department; and
WHEREAS, by memo dated June 25, 2012, the Director of Light &
Power has recommended that the salary scales for the positions within
the Department be amended to reflect the correct salary scales; and
WHEREAS, the City Council of the City of Vernon wishes to
delete Section 1, remove certain language in Section 7, and amend
Schedule No. XII (Exhibit L) of the Personnel Resolution to implement
the aforementioned changes.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon
hereby finds and determines that the recitals contained hereinabove
are true and correct.
SECTION 2: Section 1 of the Personnel Resolution is hereby
deleted and subsequent sections are hereby renumbered accordingly:
SECTION 1: EFFECTIVE DATE.
SECTION 2: DESIGNATION OF SCHEDULES.
SECTION 3: CONCURRENT POSITIONS.
SECTION 4: PERS CONTRIBUTIONS.
SECTION 5: AUTO INSURANCE PROGRAM.
SECTION 6: BILINGUAL PAY.
SECTION 7: VISION CARE.
SECTION 8: LONGEVITY PROGRAM FOR EMPLOYEES EMPLOYED ON OR
BEFORE JUNE 30, 1994.
SECTION 9: LONGEVITY PROGRAM FOR EMPLOYEES ON OR AFTER
JULY 1, 1994.
SECTION 10: MERIT STEP INCREASES.
SECTION 11: AUTOMOBILE ALLOWANCES.
SECTION 12: EMPLOYEE EXPENSE REIMBURSEMENT
SECTION 13: FIRE DEPARTMENT.
SECTION 14: POLICE DEPARTMENT.
SECTION 15: CITY COUNCIL DEPARTMENT.
SECTION 16: Repeal of Certain Resolutions.
SECTION 17: Certification of Passage.
SECTION 3: Section 6, formerly Section 71 of the Personnel
Resolution relating to the bilingual pay program is hereby amended to
read as follows:
A program is hereby established for all employees whose
regular job duties as described in their job description

provide for interaction with the public on a regular basis,
allowing said employee to be compensated for bilingual skills
after the employee demonstrates proficiency in speaking
Spanish (the ability to read and write in Spanish may also be
tested, if necessary), which proficiency would be determined
by successful completion of a proficiency test administered
by an agency or vendor approved by the City Council. Those
employees who successfully demonstrate this skill would be
eligible to receive an additional One Hundred Twenty -Five
Dollars ($125.00) per month for bilingual pay. Bilingual pay
is only applicable for Spanish speaking proficiency at this
time due to the nature and locality of the public in the City
of Vernon.
SECTION 4: Schedule No. XII (Exhibit L) of the Personnel
Resolution is hereby amended in its entirety to reflect.the correct
salary scales for positions within the Department, a copy which is
attached hereto as Exhibit A.
SECTION 5: The amendments provided in this resolution shall
be effective as of July 1, 2012.
SECTION 6: The provisions of Resolution No. 2012-115 not
consistent with or in conflict with this resolution are hereby
repealed; in all other respects, Resolution No. 20127115, shall remain
in full force and effect.

SECTION 7: The City Clerk of the City of Vernon shall
certify to the passage, approval and adoption of this Resolution, and
the City Clerk of the City of Vernon shall cause this Resolution and
the City Clerk's certification to be entered in the File of
Resolutions of the Council of this City.

RE: Amendment to Salary Resolution No. 2012-115 approved 06/20/12
PURPOSE
The Light & Power Department job titles and salary scales for Electric Dispatcher and
Electric Operator were approved by Salary Resolution No. 2012-115 on June 20, 2012.
Due to a clerical oversight, the incorrect salary scale was submitted for the Electric
Operator position. Attached herewith is the correct salary scale for the Electric Operator
job title.
RECOMMENDATION
It is recommended that Salary Resolution No. 2012-115 be amended to reflect the
correct salary scale for the Electric Operator job title.
