Resolution No. 2012-171RESOLUTION NO. 2012-171 A RESOLUTION OF THE CITY COUNCIL OF THE"CITY OF VERNON APPROVING THE PURCHASE OF TWELVE ARMOR X-10GX TABLET COMPUTERS UTILIZING FEDERAL EMERGENCY MANAGEMENT AGENCY GRANT FUNDS AND AUTHORIZING THE ISSUANCE OF A PURCHASE ORDER TO ACURA SYSTEMS INTERNATIONAL, INC. WHEREAS, the Vernon Fire Department is requesting the purchase of twelve (12) armor X-10GX tablet computers (the "Equipment") to receive dispatch information from the Joint Powers Communications Center; and WHEREAS, by memo dated August 7, 2012, the Director of Business Services is requesting the purchase•of the Equipment from Acura Systems .International, Inc. ("Acura Systems"); and WHEREAS, the approximate cost for the Equipment from Acura Systems is Eighty -Eight Thousand Nine Hundred Ninety -Nine Dollars and Ninety -Six Cents ($88,999.96), which includes the cost of materials and applicable sales tax, Eighty -Four Thousand Five Hundred Forty -Nine Dollars and Ninety -Six Cents ($84,549.96) of which will be paid for by Assistance to Firefighters Grant program (the "Program"), which is provided by the.Federal Emergency Management Agency; and WHEREAS, the Program requires the.City to match five percent (5%) of the total purchase price for a total amount of Four Thousand Four Hundred Fifty Dollars and No Cents ($4,450.00); and WHEREAS, the City has been given the opportunity to purchase the Equipment from Acura Systems under the Program; and WHEREAS, the City Council of the City of Vernon has determined that, pursuant to the provisions of Section 2.27(a) of the Vernon City Code, it is in the best interest and necessity to purchase the Equipment from Acura Systems under the Program. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF VERNON AS FOLLOWS: SECTION 1: The City Council of the City of Vernon hereby finds and determines that the recitals contained hereinabove are true and correct. SECTION 2: The City Council of the City of Vernon hereby approves and authorizes the Purchasing Agent, or their designee, to purchase the Equipment from Acura Systems International, Inc. under the Program by issuance of a Purchase Order and authorizes the City Administrator, or his designee, to sign and deliver any and all documents necessary in connection with the purchase of the Equipment for, and on behalf of, the City of Vernon. SECTION 3: The City Clerk of the City of Vernon shall certify to the passage, approval and adoption of this resolution, and. the City Clerk of the City of Vernon shall cause this resolution and the City Clerk's certification to be entered in the File of Resolutions of the Council of this City. In a memo to Purchasing dated July 17, 2012 (see attached) Captain Craig Peltier advised that the requested computers will be used "to receive dispatch information from the Joint Powers Communications Center (JPCC) Background The requested computers were selected because they are the same computers utilized by the other Area E Fire department agencies within the JPCC network. Computer hardware and software compatibility ensures solid connectivity within the JPCC network. The manufacturer provided the department with a test model for approximately (4) weeks. Captain Peltier advised that the computer has shown itself to be very reliable, without any technical difficulties. "We have experienced no downtimes with the computers, and they are extremely user friendly". Recommendation It is our recommendation to approve the request to purchase the (12) Armor X-10GX tablet computers. Purchasing is requesting that this item be included on the agenda for the Council meeting scheduled for August 21, 2012. Fiscal Impact The total cost for this expenditure is $88,999.96 (cost includes applicable sales taxes, shipping and handling fees). Captain Peltier advised in his memo that the department has been approved for a Federal Firefighter Assistance Grant, provided by FEMA. In an e-mail received from Battalion Chief Mike Wilson regarding this request, BC Wilson advised that the grant deadline to complete this expenditure is November 25, 2012. Captain Todd Painton advised that the department will incur approximately 6% of the total cost for the computers. The remaining funding will be provided by the FEMA grant. The department has budgeted $5,000 in the 2012 — 2013 Budget to cover this expenditure. Re: Armor Tablet Computers Attached you will find a Purchase Requisition and quote for the purchase of Armor tablet computers and the necessary equipment to mount them into Fire Department vehicles and apparatus. These tablet computers, also known as mobile computer terminals (MCT) will be used to receive dispatch information from the Joint Powers Communications Center (JPCC). An example of the type of information that will be received is incident type and location, contact information, hazmat inventory, building layout, additional emergency units, communication channels, and street level hydrant location. These tablet computers will increase Fire Department response time by continuously updating the computer aided dispatch (CAD) system at JPCC. in addition, the tablet computers will come with a built in GPS device which would assist responding units by giving directions to an incident outside the City of Vernon. ,The GPS device will also be used with the upcoming Automatic Vehicle Locator (AVL) system. The AVL system updates the CAD system with an apparatus' location, what this does it allows the CAD to recommend the closest fire unit to respond to an incident regardless of which Fire Stations jurisdiction. Since these are tablet computers they will have the capability to be removed and placed into a reserve apparatus when placed into service. They will also be able to be used within the Fire Departments Fire Prevention Inspection and Emergency Medical Programs. Fire Officers will be able to record their fire inspections using the tablet computers. In the near future the Paramedic/Firefighters will use the tablet computers to document a patient's history and medical condition while on an incident and forward that information to the nearest base or receiving hospital. The Fire Department would like to recommend that the contract for this Purchase Requisition be awarded to Acura Systems International Inc. It was based off of a total price of $89,278 ( $84,815 from grant money and $4,463 from Vernon) that is 95% paid by grant and 5% paid by Vernon. The new quote for the project came in at a slightly lower price of $88,999.96 so the funding will be - - $84,550.01 from grant funding and $4,449.95 from Vernon. There are breakout connectors on the back to provide video, audio, USB and serial port connections, and on the side to provide DC power in, microphone in and audio out connections. Two types of desk docks are available: one with a top locking latch, and one without the latch. The top latch can be locked with a key to prevent removal of the tablet.
