A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON APPROVING THE PURCHASE OF TWO FIXED
AUTOMATED LICENSE PLATE RECOGNITION CAMERA SYSTEMS
FOR THE POLICE DEPARTMENT UTILIZING 2010 URBAN
AREAS SECURITY INITIATIVE GRANT FUNDS AND
AUTHORIZING THE ISSUANCE OF A PURCHASE ORDER TO
FEDERAL NETWORK SERVICES, INC. DBA LEVERAGE
INFORMATION SYSTEMS
WHEREAS, on October 18, 2011, the City Council of the City
of Vernon adopted Resolution No. 2011-174 approving participation in
the 2010.Urban Areas Security Initiative Grant ("2010 UASI Grant")
under which the Vernon Police Department was allocated the amount of
$50,000.00; and
WHEREAS, the Vernon Police Department desires to purchase
two (2) fixed Automated License Plate Recognition PIPS Camera Systems
together with the necessary software, licenses, training,
installation, accessories and equipment (collectively, the "ALPR
System") utilizing 2010 UASI Grant funds; and
WHEREAS, the ALPR System will be mounted on traffic signal
poles at the intersection of Soto Street and 26th Street to provide
continuous monitoring of high traffic areas for stolen vehicles, AMBER
alert vehicles, or vehicles driven by wanted felons, thereby providing
rapid, efficient and appropriate deployment of resources; and
WHEREAS, by memo dated August 8, 2012, the Director of
Business Services has recommended that the ALPR System be purchased
from Federal Network Services, Inc. dba Leverage Information Systems
("Leverage"), the sole authorized vendor for Southern.California that
can provide and install the ALPR System, for the approximate cost of
$45,493.77, including materials, labor, training and shipping cost, of
which will be paid for by the 2010 UASI Grant funds; and
WHEREAS, the City Council of the City of Vernon has
determined that, pursuant to the provisions of Section 2.27(a) of the
Vernon City Code, it is in the public interest and necessity to
purchase the ALPR System from Leverage.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON. AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon hereby
finds and determines that the recitals contained hereinabove are true
and correct.
SECTION 2: The City Council of the City of Vernon hereby
approves .the purchase. of fixed Automated License Plate Recognition PIPS
Camera Systems from Federal Network Services, Inc. dba Leverage
Information Systems.
SECTION 3: The City Council of the City of Vernon hereby
approves and authorizes the Purchasing Agent, or their designee, to
purchase the Equipment from Federal Network Services, Inc. dba
Leverage Information Systems under the 2010 Urban Areas Security
Initiative Grant by issuance of a Purchase Order and authorizes the
City Administrator, or his designee, to sign and deliver any and all
documents necessary in connection with the purchase of the Equipment
for, and on behalf of, the City of Vernon.

SECTION 4: The City Clerk of the City of Vernon shall
certify to the passage, approval and adoption of this resolution, and
the City Clerk of the City of Vernon shall cause this resolution and
the City Clerk's certification to be entered in the File of
Resolutions of the Council of this City.

Purpose
The Purpose of this Staff report is to obtain permission from City
Council to approve purchase and installation of (2) additional
cameras for the PIPS Technology Fixed Automatic License Plate
Recognition (ALPR) system. The cameras will be mounted on a
traffic signal pole at the intersection of Soto St. and 26th St. The
cameras will capture the license plate information of the vehicles
entering the city.
Background
The information will be passed to the police station through existing
fiber network which then will go through the State of California
Criminal Justice System. The system checks for vehicles which are
stolen, wanted person, AMBER alerts, stolen license plates, etc. An
alert will display on the computer system if there is a problem and
our on duty police dispatcher can relay the information to the Police
units in the field. All the information and photograph is stored in our
database and is accessible to our Police Department as well as other
Police agencies.
Recommendation
The Police Department obtained funding for this project through the
FY2010 Urban Area Security Initiative Grant (FY10 UASI). The total
amount allocated through this grant is $50,000.00. City Council
approved participation in the FY10 UASI grant program on 5118/2011,
Resolution #2011-174. The total cost of the equipment and
installation is $45,493.77.
Leverage Information Systems is the selected vendor who installed
the ALPR system and therefore is familiar with the installation, the.
City fiber optics and City Network.
It is Purchasing's recommendation that approval is given to
purchase and install this equipment which will allow important
information to be shared amongst our Police and other Police
agencies in tracking down criminals. Purchasing is requesting that
this item be included on the agenda for the Council Meeting
scheduled for August 21, 2012.
Fiscallmpact
There is no fiscal impact to the City. The purchase will be fully
funded by the grant.

This design proposal is for an ALPR deployment at the intersection of 26th & Soto. This
deployment will be an add -on to an existing PIPS ALPR deployment, consisting of a
BOSS server and fixed ALPR installments. Two fixed ALPR cameras will be installed on
the southwest traffic pole to monitor cars driving south.
To support communication to this new deployment, a fiber connection will be created
from an adjacent, city-owned;fiber termination box. A Subcontractor will run new
singlemode fiber from the Fiber Box to the traffic pole located at 26!h & Soto.
City of Vernon is responsible for all network configuration (i.e. routes, addressing; etc)
This project will be billed as Prevailing Wage.

This deployment will be an add -on to an existing PIPS ALPR deployment located within
the City of Vernon and consisting of a BOSS server and fixed ALPR installments.
Using PIPS, two fixed ALPR cameras will be installed on the southwest traffic pole to
monitor cars driving south.
A singlerimode fiber connection will provide the network connectivity from the city
network to the APLR Cameras. A city -owned 'fiber termination box, with an SC fiber
panel, resides approximately 200ft from the traffic pole used forALPR..
A subcontractor, supplied by Leverage, will pull and terminate the singlemode fiber
cable.
t I OVAC power will be supplied via a power tap on the traffic pole.
Any permits required for lane closures to install equipment at 26ih & Soto is the
responsibility of the City of Vernon.

SUBJECT: Purchase Request —Single Source
This requisition is for the purchase and installation of (2) additional cameras for our PIPS
Technology Fixed Automatic License Plate Recognition (ALPR) system. The (2)
cameras will be mounted on a traffic signal pole at the intersection of Soto St. and 26a' St.
The cameras will capture the license plate information of the vehicles entering the city at
that location.
Overview:
The fixed ALPR system captures a color image of the vehicle along with the license plate
information for each vehicle that passes under the cameras. The information is passed
from the cameras to the police station through our existing fiber network. The license
information is immediately processed through the State of California Criminal Justice
System where it is checked against a database of information. If the vehicle's license
plate is entered into the Justice System as a wanted vehicle (stolen vehicles, wanted
persons, AMBER alerts, stolen license plates, etc.); an alert will display on the computer
system being monitored by our on -duty police dispatcher. The dispatcher can then relay
this information to police units in the field.
The information and photograph captured on all vehicles is stored in our database and is
accessible to our police personnel as well as the personnel of other police. agencies
throughout Los Angeles County with PIPS Technology ALPR systems. The information
captured by PIPS systems of other agencies is :also accessible to our personnel.
Funding:
The Police Department obtained fimding for this project through the FY 2010 Urban
Area Security Initiative Grant (FYI 0 UASI). The total amount allocated for the Police
Department through this grant is $50000.00, The City Council approved participation in
the FYI UASI grant program on 5/18/2011, Resolution # 2011-174.
Vendor:
The additional cameras are to be installed and connected to our current ALPR system.
The PIPS ALPR system was chosen during our initial purchase because it is the system
that was chosen by several Law Enforcement agencies in our area, including the Los
Angeles County Sheriff's Department and the Los Angeles Police Department. As part
of the grant requirements, the projects must he regional, and the information must be able
to be shared amongst the other agencies. In order for our data to be compatible with the
data of the data of the other agencies, we needed to use the existing vendor (PIPS).
The Vendor for this installation of additional cameras to our current system is Leverage
Information Systems. Our current ALPR system was installed by Leverage Information
Systems as a sole source vendor. Additionally, since Leverage was the company used to
install the system, they are familiar with the installation, the City fiber and City network.
Leverage Information Systems will be installing.additional cameras to a system that they
initially installed.. The project number to our current system is E096003.6050.6130.
