A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON AUTHORIZING THE DIRECTOR OF COMMUNITY
SERVICES & WATER TO EXECUTE THE RIGHT-OF-WAY
CERTIFICATION ON BEHALF OF THE CITY FOR FEDERAL AND
STATE FUNDED PROJECTS
WHEREAS, the City of Vernon has submitted to the State of
California Department of Transportation ("Caltrans") a Right -of -Way
Certification as part of the HSIP Cycle 4-project; and
WHEREAS, Caltrans has requested a resolution be adopted
designating a person to execute the Right -of -Way Certification for
Federal and State Funded Projects on behalf of the City; and
WHEREAS, by memorandum dated October 4, 2012 the Director of
Community Services & Water has requested authorization to execute the
Right -of -Certification for Federal and State Funded Projects on behalf
of the City; and
WHEREAS, the City Council of the City of Vernon desires to
authorize the Director of Community Services & Water to execute the
Right -of -Certification for Federal and State Funded Projects on behalf
of the City.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION l: The City Council of the City of Vernon hereby
finds and determines that the recitals contained hereinabove are true
and correct.
SECTION:2: The City Council of the City of Vernon hereby
authorizes the Director of Community Services & Water to execute -the
Right -of -Way Certification on behalf of the City for Federal and State
funded projects.
SECTION 3: The City 'Council of the City of Vernon hereby.
directs the Interim City Clerk, or the Interim City Clerk's designee,
to send a copy of this, resolution to the State of California
Department of Transportation.
SECTION 4: The City Council of the City of Vernon finds
that this action is exempt under the California Environmental Quality
Act (CEQA), in accordance with Section 15061(b)(3), the general rule
that CEQA only applies to projects that may have an effect on the
environment.
SECTION 5: The Interim City Clerk of the City of Vernon
shall certify to the passage, approval and adoption of this
resolution, and the Interim City Clerk of the City of Vernon shall
cause this resolution and the Interim City Clerk's certification to be
entered in the File of Resolutions of the Council of this City.

Services and Water to sign the Right -of -Way Certification for the Federal
and State fundedprojects.
The City of Vernon has submitted to Caltrans a Right -of -Way Certification for review as
part of a Highway Safety Improvement Program (HSIP) Cycle-4 project on August 8, 2012. The
City will utilize 90%Federal fund and 10% o State fund to install new pedestrian countdown
heads at all signalized intersections throughout the City. There are no right -of --way impacts;
however, Caltrans has required that a Resolution stating that the person signing the Right -of
Way Certification document have authority to sign on behalf of the City:
The Right -of -Way Certification is one of many documents that must be submitted and -
approved by Caltrans prior to securing Federal and State funds before construction. -
It is recommended that this Resolution be approved and authority be granted to the
Director of Community Services and Water to sign the Right -of -Way Certification on behalf of
the City for Federal and State funded projects.
