Resolution No. 2012-214RESOLUTION NO. 2012-214 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON AUTHORIZING THE ISSUANCE OF A NOTICE INVITING SEALED, COMPETITIVE BIDS FOR THE REPLACEMENT OF CITY HALL CHILLER UNIT WHEREAS, the City of Vernon is interested in obtaining bids for the replacement of the chiller unit servicing the City Hall building, located at 4305 Santa Fe Avenue; and WHEREAS, by Memorandum dated .October 31, 2012, the Director of Community Services & Water has requested that the City Council of the City of Vernon approve the issuance of.a notice inviting sealed, competitive bids for the replacement of the chiller unit; and WHEREAS, the City Council of the City of Vernon has determined that it is in the best interest of the City of Vernon that such notice be issued in accordance with the formal contract procedure set forth in Section 2.29-4 of the Vernon City Code. NOW, THEREFORE, BE 'IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF VERNON AS FOLLOWS: SECTION 1: The City Council of the City of Vernon hereby finds and determines that the above recitals are true and correct. SECTION 2: The City Council finds that the replacement of the chiller unit is categorically exempt under the California Environmental Quality Act (CEQA) guidelines, Section 15301, and in accordance with Section 15061(b)(3), the general rule that CEQA only applies to projects that may have an effect on the environment. SECTION 3: The City Council of the City of Vernon hereby directs the City Administrator, or his designee, to issue, in accordance with Vernon City Code Section 2.29-4, the written notice inviting sealed, competitive bids, the specifications, form of contract and all additional certifications and assurances for the replacement of the chiller units at 4305 Santa Fe Avenue. SECTION 4: The City Council of the City of Vernon hereby directs City staff to comply with Section 2.29-4 of the Vernon City Code in the solicitation, receipt, opening, and rejection of bids. SECTION 5: The Interim City Clerk of the City of Vernon shall certify to the passage, approval and adoption of this resolution, and the Interim City Clerk of the City of Vernon shall cause this resolution and the Interim City Clerk's certification to be entered in the File of Resolutions of the Council of this City. The existing unit is over 30 years old, while it can be repaired, City staff believes it is best interest to replace the unit rather than repair it due to its age and proven unreliability. Additionally, the refrigerant that the existing unit is operates with is being phased out due to environmental concerns. Overtime this refrigerant will become much more difficult and expensive to obtain. Lastly, a new unit would also be much more energy efficient than the existing unit. The estimated cost for this project is $75,000.00. Funds were not specifically budgeted for this project. The project involves the repair to the City Hall's Heating, Ventilation and Air Conditioning (HVAC) system. It is recommended that the City Council find that the replacement of the chiller unit is categorically exempt under the California Environmental Quality Act (CEQA) guidelines,Section 15301, because the project consist of the repair of an existing mechanical piece of equipment involving no expansion of use beyond that existing at time of the lead agency's determination. The Community Services Department will prepare specifications for bidding which will be reviewed and approved by the City Attorney's office prior to bidding.
