Resolution No. 2012-232RESOLUTION NO. 2012-232 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON DESIGNATING DECEMBER 24, 2012, AND DECEMBER 31, 2012, AS CITY HOLIDAYS AND DIRECTING CLOSURE OF THE PUBLIC OFFICES OF THE CITY OF VERNON ON THESE DAYS WHEREAS, the City Council of the City of Vernon ("City Council"), adopted Resolution No. 9542, on February 4, 2008, which in part established holidays for the City of Vernon ("City"), and directed closure of the public offices of the City on those days ("City Holidays") and WHEREAS, pursuant to Resolution No. 9542, the City Council may designate additional holidays as City Holidays; and WHEREAS, the City Council desires to designate Monday, December 24, 2012, and Monday, December 31, 2012 as City Holidays; and WHEREAS, the City has met and conferred on November 29, 2012, with the Vernon Police Officers_ Benefit Association ("VPOBA"), and the Vernon Police Management Association ("VPMA); and WHEREAS, the VPOBA and VPMA have agreed to concede and forego any additional in -lieu holidays for December 24th and December 315t' 2012, as provided for in their Memorandum of Understanding; and WHEREAS, the City Council does not designate these days as receiving or entitling additional in -lieu holidays for any person(s), as described in Resolution No. 9542. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF VERNON AS FOLLOWS: SECTION'1: The City Council of the City of Vernon hereby finds and determines that the above recitals are true and correct. SECTION 2: The City Council hereby designates Monday, December 24, 2012, and Monday, December 31, 2012, as holidays for the City and directs that the public offices of the City shall be closed on these days. There shall be no additional in lieu holidays provided, granted or entitled to any employee of the City as a result of this designation. SECTION 3: The City Council of the City of Vernon hereby instructs the City Administrator, or his designee, to take whatever actions are deemed necessary or desirable for the purpose of implementing and carrying out the purposes of this Resolution. SECTION 4: The Interim City Clerk of the City of Vernon shall certify to the passage, approval and adoption of this resolution, and the Interim City Clerk of the City of Vernon shall cause this resolution and the Interim City Clerk's certification to be entered in the File of Resolutions of the Council of this City. Whitworth, City Administrator RE: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON DESIGNATING DECEMBER 24, 2012 AND DECEMBER 31, 2012 AS CITY HOLIDAYS AND DIRECTING CLOSURE OF THE PUBLIC OFFICES OF THE CITY OF VERNON ON THESE DAYS Recommendation It is recommended that the City Council adopt the attached resolution, approving the closure of City Hall on Christmas and New Year's Eve, December 24th and 31 St, 2012, respectively and no additional in lieu holidays provided, granted or entitled to any employee of the City as a result of this designation. Background With the holiday season fast upon us, staff has had discussions regarding the holiday schedule for the Christmas and New Year's Holiday. There will be a decrease in the amount of staff working these days, as several employees have already requested the time off. History has shown a minimal amount of public assistance at this time, whether it is walk in traffic or telephone assistance. There is very little non -emergency business brought to Vernon traditionally on these days, so closing non -emergency services should have a minor impact on important business and resident communities. However, emergency services and light and power staff will remain properly staffed, as they always work year round to ensure availability for any issue that may require attention. Department heads would be available through the City Administrator as needed. This would also result in a cost savings to the City as contract staff hours would be decreased, as well as the costs of utilities. During the past four years, there have been no salary increases for most Vernon miscellaneous employees, and these additional holidays can be viewed as appreciation to employees for their continued hard work thought difficult times at no out of pocket cost to the City. Staff is therefore respectfully requesting closure of City Hall on December 24, 2012 and December 31, 2012 in order that employees may spend their time enjoying their holidays with family. If the closure is approved, there would be sufficient amount of time for posting the closure on our website, as well as on City Hall facilities. Meetings have been held in good faith with both Police and Fire Representatives, and the respective Management Associations. As a result of the meet and confer, all groups have agreed as a good faith effort to forego any additional in -lieu holidays whereby negating any additional financial impact to the City. As such, no additional in -lieu holidays will be provided. as a result of City Hall closure on December 24th and 31St 2012.
