TO: Honorable Mayor and City Council
FROM: Mark C. Whitworth, City AdministratorlJK
RE: Approval to amend film permit schedule to include parking fees
Recommendation
It is recommended that the City Council find that approval of amending film permit fees to
include film parking fees in this staff report are exempt under the California Environmental
Quality Act (CEQA) in accordance with Section 15061(b)(3), the general rule that CEQA only
applies to projects that may have an effect on the environment.
It is recommended that the City Council approve the new parking fee and incorporate it into the
"Schedule of Fees for Filming Activity."
Background
Staff recently received a request to lease City property on a short term basis for film crew
parking. Currently Film LA Inc. arranges and coordinates filming in the City of Vernon. After
reviewing the City's filming guidelines and fee schedule it was determined parking fees were not
included.
Staff has reviewed various local agencies' parking fee schedules and recommends that parking
fees ranging from $800 - $1,200 a day. Staff also recommends that the fees be negotiable within
the range provided.
Fiscal Impact
Revenues from film parking fees will generate approximately $800 - $7,200 a year depending on
demand.
