A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON APPROVING AND RATIFYING THE EXECUTION OF
AMENDMENT NO. 1, TO AGREEMENT NO. VERNON-
MK111231CG, BY AND BETWEEN THE CITY OF VERNON AND
DIGITAL MAP PRODUCTS, INC. FOR AERIAL MAPPING
SERVICES
WHEREAS, on January 17, 2012, the City Council of the City of
Vernon adopted Resolution No. 2012-13, approving the execution of
Agreement No. Vernon-MK111231CG (the "Agreement"), with Digital Map
Products, Inc. ("DMP"), for Aerial Mapping Services relating to Thomas
Bros. Map data and property records provided to the Vernon community;
and
WHEREAS, in order to provide uninterruptable services of the
Digital Maps Products' hosted GIS maps solutions, the Director of Light
& Power executed Amendment No. I to the Agreement (the "Amendment"), to
extend the Agreement for one year for an annual cost not -to -exceed
$19,950.00; and
WHEREAS, the City Council of the City of Vernon desires to
approve and ratify the Amendment and the actions taken by the Director
of Light & Power in executing the Amendment.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon hereby
finds and determines that the above recitals are true and correct.
SECTION 2: The City Council of the City of Vernon finds
that this action is exempt under the California Environmental Quality
Act. (CEQA), in accordance with Section 15061(b)(3), the general rule
that CEQA only applies to projects that may have an effect on the
environment.
SECTION 3: The City Council of the City of Vernon hereby
approves and ratifies the Director of Light & Power's execution of the
Amendment No. 1 to Agreement No. Vernon-MK111231CG, with Digital Map
Products, Inc., a copy of which is attached hereto as Exhibit A.
SECTION 4: The Interim City Clerk of the City of Vernon
shall certify to the passage, approval and adoption of this
resolution, and the Interim City Clerk of the City of Vernon shall
cause this resolution and the Interim City Clerk's certification to be
entered in the File of Resolutions of the Council of this City.

RE: Digital Map Products Amendment to Maintenance Agreement
Recommendation
It is recommended that the City Council find that approval of the proposed Digital Map Product
Maintenance Agreement Amendment in this staff report are exempt under the California
Environmental Quality Act (CEQA) in accordance with Section 15061(b)(3), the general rule
that CEQA only applies to projects that may have an effect on the environment.
It is suggested that the City Council ratify the amendment to the existing maintenance contract
signed urgently by the Director of Light and Power in order to provide uninterruptable services
of the Digital Map Products' hosted GIS maps solution. The attached amendment extends the
existing maintenance agreement for one year.
Background
The agreement covers the CityGIS Enterprise product solution providing parcel and .property
attribute records, street centerlines, tax maps and timely updates for unlimited users. These
hosted maps and records are used on a daily basis by the following departments: L&P
Engineering, Community Services Engineering, Health, Fire and Police.
The material being procured is "proprietary" and integrates with the City's overall software
systems for a specific business purpose, whereas other products do not. For this reason, Digital
Maps Products is categorized as a sole source vendor, exempt from competitive bidding and
competitive selection.
Fiscal Impact
The total cost of the annual support is $19,950, which was budgeted in the Information
Technology Department in the.2012/2013 fiscal year.

I am requesting to renew our Digital Map Products aerial mapping services for a one-
year period from December 31, 2012through December 30, 2013. The total amount due
is $19,950, which includes Digital Map Products services, Thomas Brothers Maps Data,
and Property Records.
Attached is the one-year amendment to the agreement for the Digital Map Products
software maintenance. This system is used by on a daily basis by the Water,
Engineering, Planning, Health, Police, and Fire Departments to access information,
serve constituents, and collaborate on projects.
