Recommendation It is recommended that the City Council: 1. . Find that approval of the proposed proclamation is exempt under the California Environmental Quality Act (CEQA) in accordance with Section 15061(b)(3), the general rule that CEQA only applies to projects that may have an effect on the environment, and 2. Adopt the attached resolution proclaiming April 2013 as "Sexual Assault Awareness Month" and April 24, 2013 as "Denim Day" in the City of Vernon in support of the Peace Over Violence sexual violence education campaign. Background The United States Government has declared April as "Sexual Assault Awareness Month" and Peace Over Violence has declared April 24, 2013 as "Denim Day" in Los Angeles. This campaign protests an Italian Supreme Court decision to overturn a rape conviction because the victim wore jeans. In that decision, the justices reasoned that the victim must have helped her attacker remove her jeans, implying consent. The campaign draws attention to the fact that rape and sexual assault remains a serious issue in our society. The Denim Day campaign encourages community members, elected officials, businesses and students to make a social statement with their fashion statement by wearing jeans on April 24`" as a visible means of protest against misconceptions that surround sexual assault. Peace Over Violence has once again requested Cities to adopt resolutions in support of this campaign.
