A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON AMENDING RESOLUTION NO. 2011-87, TO EQUALIZE
THE SALARIES OF CITY COUNCIL MEMBERS AND REPEALING
ALL RESOLUTIONS, OR PORTIONS THEREOF, IN CONFLICT
WITH THAT OBJECTIVE
WHEREAS, on April 19, 2011, the City Council of the City of
Vernon enacted Resolution No. 2011-69; and
WHEREAS, Section 7 of Resolution No. 2011-69, directed the
City Administrator to undertake a "salary and benefit survey of city
council members of charter cities in the Southern California area that
operate electric utility and/or gas enterprises," and provide
recommendations for any salary or benefit adjustments; and
WHEREAS, on May 26, 2011, the City Council of the City of
Vernon adopted Resolution No. 2011-87, fixing the salaries and
benefits of City Council Members; and
WHEREAS, the City Council of the City of Vernon wishes to
amend Resolution No. 2011-87 to equalize the salaries of City Council
Members effective July 1, 2013, instead of on a staggered schedule.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon hereby
finds and determines that the above recitals are true and correct.
SECTION 2: The City Council of the City of Vernon finds
that this action is exempt under the California Environmental Quality
Act (CEQA), in accordance with Section 15061(b)(3), the general rule
that CEQA only applies to projects that may have an effect on the
environment.

SECTION 3: City Council members of the City of Vernon shall
receive compensation in such amounts as set forth in Exhibit A,
attached to this Resolution and hereby incorporated by this reference.
SECTION 4: Effective July 1, 2013, the salaries for City
Council members are hereby established and are to be incorporated into
the Citywide Personnel and Salary Resolution.
SECTION 5: Any provisions contained in Resolution
No. 2011-87, not consistent with or in conflict with this Resolution
are hereby superseded by this Resolution. In all other respects,
Resolution No. 2011-87, shall remain in full force and effect.
SECTION 6: The Interim City Clerk, or Deputy City Clerk, of
the City of Vernon shall certify to the passage, approval and adoption
of this Resolution, and the Interim City Clerk, or Deputy City Clerk,
of the City of Vernon shall cause this Resolution and the Interim City
Clerk's, or Deputy City Clerk's, certification to be entered in the
File of Resolutions of the Council of this City.

Salary of $24,996 for all City Council Members Effective July 1, 2013
Recommendation
It is recommended that the City Council:
1) Find that adoption of the resolution proposed in this staff report is exempt under the
California Environmental Quality Act (CEQA) in accordance with Section 15061(b)(3),
the general rule that CEQA only applies to projects that may have an effect on the
environment.
2) Approve and adopt the attached resolution to amend Resolution No. 2011-87 to equalize
the salaries of all city Council members at the $24,996 rate effective July 1, 2013.
Background
On May 26, 2011, in line with one of the City's earliest good governance reforms, the City
Council unanimously adopted Resolution No. 2011-87 to reduce Council members' salaries to
$24,996 per year, effective at the start of each new term beginning April 2012, pursuant to the
results of salary and benefit survey of City Council members of charter cities in the Southern
California area that operate electric utility and/or gas enterprises.
Further, on June 7, 2011, in line with the reductions of State Legislature members' salaries, the
City Council unanimously adopted Resolution No. 2011-93 voluntarily relinquishing 18% of
each Council member's salary for the duration of each member's respective term.
Vernon's Independent Reform Monitor, John Van de Kamp, has since repeatedly urged the City
Council to reduce the salaries of all Council members to $24,996 immediately rather than under
the staggered schedule originally adopted.
Two new terms have taken effect through the April 2012 and April 2013 general municipal
elections. On October 23, 2012, Luz Martinez was officially declared the winner of the June 5,
2012 special municipal election to fill the unexpired term of former Mayor Hilario Gonzales, and
voluntarily elected to immediately receive the reduced salary of $24,996. As such, three Council
members are currently receiving the $24,996 salary.
On June 4, 2013, the City Council directed staff to place a resolution on the next meeting agenda
to effectuate the immediate reduction of the salary of remaining Council members. Said
resolution has been placed on the June 18, 2013 to enact a salary of $24,996 per year for all five
current Council members effective July 1, 2013.
Fiscal Impact
The approximate savings for fiscal year 2013-2014 to implement the remaining city Council
member salary reductions is $61,700.
