A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON AMENDING RESOLUTION NO. 2013-57 REGARDING
THE COMPENSATION, COSTS AND BENEFITS OF ITS
EMPLOYEES ("CITYWIDE PERSONNEL AND SALARY
RESOLUTION") BY AMENDING SUBSECTION 2(A) OF
SECTION 15 OF THE CITYWIDE PERSONNEL AND SALARY
RESOLUTION (AMENDMENT NO. 1)
WHEREAS, on June 18, 2013, the City Council of the City of
Vernon adopted Resolution No. 2013-57, regarding the compensation,
costs and benefits of its employees, (the citywide Personnel and
Salary Resolution"); and
WHEREAS, Subsection 2(a) of Section 15 of the citywide
Personnel and Salary Resolution provides for City Council members'
benefits coverage after retirement; and
WHEREAS, by memorandum dated July 2, 2013, the City
Administrator has recommended that Subsection 2(a) of Section 15 of
the citywide Personnel and Salary Resolution be amended; and
WHEREAS, the City Council of the City of Vernon desires to
amend Subsection 2(a) of Section 15 of the citywide Personnel and
Salary Resolution.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon hereby
finds and determines that the above recitals are true and correct.
SECTION 2: The City Council of the City of Vernon finds
that this action is exempt under the California Environmental Quality
Act (CEQA), in accordance with Section 15061(b)(3), the general rule
that CEQA only applies to projects that may have an effect on the
environment.

SECTION 3: Subsection 2(a) of Section 15 of the citywide
Personnel
and Salary Resolution is hereby amended to read as follows:
"City Council members are entitled to the same
retiree medical benefits offered to all full-time
regular employees as identified under any citywide
resolution for retiree medical benefits in effect
at the time Council members retire."
SECTION 4: The provisions of Resolution No. 2013-57 not
consistent
with or in conflict with this resolution are hereby
repealed;
in all other respects, Resolution No. 2013-57, shall remain
in
full force
and effect.

SECTION 3: The Interim City Clerk, or Deputy City Clerk, of
the City of Vernon shall .certify to the passage, approval and adoption
of this resolution, and the Interim City Clerk, or Deputy City Clerk,
of the City of Vernon shall cause this resolution and the Interim City
Clerk's, or Deputy City Clerk's, certification to be entered in the
File of Resolutions of the Council of this City.

Background
On January 8, 2013, the City Council adopted Resolution No. 2013-06, approving the continued
payment of premiums for medical -dental insurance for retired employees and granting specific
retiree medical benefits to employees who retire during fiscal year 2012/2013 only. The retiree
medical program for those employees retiring before or after fiscal year 2012/2013 remained the
same as identified in Resolution No. 2011-107. The citywide retiree medical programs are
currently offered to City Council members who are also entitled to the same medical, dental and
vision benefits covered by the City's insurance programs for all full-time, active employees.
This staff report recommends a clean-up of citywide Personnel and Salary Resolution No. 2013-
57, Section 15, Subsection 2a — City Council Benefits - Coverage After Retirement. To ensure
appropriate and consistent application of the City Council members' retiree medical benefits,
Section 15, Subsection 2a — City Council Benefits - Coverage After Retirement should state:
City Council members are entitled to the same retiree medical benefits offered to all full-time
regular employees as identified under any citywide resolution for retiree medical benefits in
effect at the time Council members retire.
Fiscal Impact
There is no fiscal impact at this time.
