A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON REPEALING RESOLUTION NO. 2013-50 AND
APPROVING A LOT LINE ADJUSTMENT FOR.THE PROPERTIES
LOCATED AT 3250 AND 3270 WASHINGTON BOULEVARD
WHEREAS, on May 7, 2013, the City Council of the City of
Vernon adopted Resolution No. 2013-50 approving a Lot Line Adjustment
for the properties located at 3250 and 3270 Washington.Boulevard (the
"Lot Line Adjustment"); and
WHEREAS, one of the property owners is requesting
modifications to Exhibits A, B and C of the Lot Line Adjustment
approved by Resolution No. 2013-50; and
WHEREAS, Camfield Washington 1, LLC;: ("Camfield").a
California.Limited Liability Company, owns two adjoining parcels of
land (Assessor Parcel Nos. 5169-023-032.and 5169-023-033) located at
3250 E. Washington Boulevard, and Soco West, Inc., ("Soco") a Delaware
Corporation, owns two adjoining parcels of land (Assessor parcel No.
5169-022-005) located at 3270 E. Washington.Boulevard; all located in,
the City's I -Zone, Industrial; and
WHEREAS, Camfield and Soco propose to adjust the lot lines of
the four parcels; and
WHEREAS, the existing parcels that are proposed to be
adjusted are described and shown on the attached Exhibit "A",
consisting',of three (3) pages, which Exhibit is incorporated herein by
this reference as though fully set forth in full; and
WHEREAS, Camfield and Soco desire to adjust the common
boundaries, between the parcels located at 3250 and 3270 Washington
Boulevard;whereby said adjustment will decrease the size of existing

parcel A, modify and increase the size of existing parcel B and
increase the size of.existing parcel C and eliminate existing parcel D
as described on the attached Exhibit "B", consisting of three (3)
pages, and as.shown on the attached Exhibit"C", consisting of one (1)
page, both of which are incorporated herein by this reference as though
fully set forth in full; and
WHEREAS, pursuant to Government Code Section 66412(d), the
Subdivision Map Act does not apply to this lot line adjustment; and
.WHEREAS; Government Code Section 66412(d), permits a local
agency to impose conditions or exactions on its approval of a lot line
adjustment only to conform to the local general plan., any applicable
specific plan, and zoning and building ordinances, to require the
prepayment of real property taxes prior to the approval of the lot line
adjustment, or to ,facilitate the relocation of existing utilities,
infrastructure, or easements; and
WHEREAS, no specific plan applies to these parcels; and
WHEREAS, Section 28.2 of Chapter 28 of the City's Code
requires all lot line adjustments to conform to the City's General Plan'
and the City's Comprehensive Zoning Ordinance; and
WHEREAS, by Memorandum dated October 1, 2013, the Director of
Community Services & Water has recommended that Resolution No. 2013-50
be repealed and the said lot line adjustment be approved.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon hereby
finds and determines that the above recitals are true and correct.
SECTION 2: The City Council of the City of Vernon hereby
finds that the proposed project is.categorically exempt based on a

Class 5 Categorical Exemption (Section 15305 of the California
Environmental Quality Act Guidelines) because the lot line adjustment
is a minor alteration in a land use limitation in an area with an
average slope of less than 20% that does not result in any changes.in
land use or density. The City Council hereby directs the City Clerk,
or the City Clerk's designee, to file a Notice of Exemption for this
project with the County Clerk of the County of Los Angeles.
SECTION 3: The City Council of the City of Vernon, in
compliance with Section 28.2 of Chapter 28 of the City Code, and
Government Code Section 66412(d), hereby makes the following findings:
The parcels that will result from the lot line adjustment are
consistent with the policies and goals of the City's General Plan,
because the land use designations will not be changed by the lot line
adjustment and because this lot line adjustment will continue to
encourage industrial and municipal uses at all three parcels.
SECTION 4: The lot line adjustment adjusting the property
lines of parcels A, B, C and D described in the attached Exhibit "A",
whereby said adjustment will change the property lines to the described
proposed parcels A, B, and C in.the attached Exhibit "B is hereby
approved in accordance with the recommendation of Samuel Kevin Wilson,
Director of Community Services & Water.

SECTION 5: All resolutions or parts of resolutions,
specifically Resolution No. 2013-50, not consistent with or in conflict
with this Resolution are hereby repealed.
SECTION 6: The Interim City Clerk, or Deputy City Clerk of
the 'City 'of'Vernon shall certify to the passage, approval and adoption
of this resolution, and the Interim City Clerk, or Deputy City Clerk,
of the City of Vernon shall cause this resolution and the Interim City
Clerk's, or Deputy City Clerk's, certification to be entered in the
File of Resolutions of the Council of this City.

Recommendation
It is recommended that the City Council:
Find that the proposed Lot Line Adjustment is categorically exempt based on a Class 5
Categorical Exemption under the California Environmental Quality Act (CEQA) in accordance
with Section 15305 which consists of minor alterations in land use limitations in areas with an
average slope of less than 20%, which do not result in any changes in land use or density
including minor lot line adjustments, side yard, and set back variances not resulting in the
creation of any new parcels; and
2. Adopt a resolution repealing Resolution No. 2013-50 and approving a Lot Line Adjustment for
the properties located at 3250 & 3270 Washington Boulevard.
Background
On May 7, 2013, the City Council of the City of Vernon adopted Resolution No. 2013-50 approving a Lot
Line Adjustment for the properties located at 3250 and 3270 Washington Boulevard in the City of
Vernon. One property owner is requesting a few modifications to Exhibits A, B and C of the Lot Line
Adjustment from Camfield Washington 1, LLC and Soco West, Inc. for the properties located at 3250 &
3270 Washington Boulevard (assessor's parcel numbers 5169-023-032, 5169-023-033 and 5169-022-
005). The modifications are mostly grammatical and do not change the location of the lot lines authorized
on May 7, 2013.
It is recommended that Resolution No. 2013-50 be repealed and that a new resolution approving the lot
line adjustment with the various modifications be approved.
The City Attorney's office has reviewed and approved the Lot Line Adjustment as to form.

On May 7, 2013, the City Council of the City of Vernon adopted Resolution No. 2013-50
approving a Lot Line Adjustment for the properties located at 3250 and 3270 Washington Boulevard
in the City of Vernon. One property owner is requesting a few modifications to Exhibits A, B and C of
the Lot Line Adjustment from Camfield Washington 1, LLC and Soco West, Inc. for the properties
located at the above mentioned address, assessor's parcel numbers 5169-023-032, 5169-023-033 and
5169-022-005. The modifications are mostly grammatical and do not change the location of the lot
lines authorized on May 7, 2013.
It is recommended that Resolution No. 2013-50 be repealed and that a new resolution
approving the lot line adjustment with the various modifications be approved.
The Lot Line Adjustment and Resolution have been reviewed and approved by the City
Attorney as to form.
It is my recommendation that the modified lot line adjustment be approved by resolution and
the Mayor and City Clerk be authorized to execute. Please place this item on the October 1, 2013 City
Council meeting agenda. Thank you.
