RESOLUTION") BY AMENDING SCHEDULE NO. VII (FINANCE
DEPARTMENT) AND ELIMINATING SCHEDULE NO. XVII (RISK
MANAGEMENT DEPARTMENT) OF THE CITYWIDE PERSONNEL
AND SALARY RESOLUTION (AMENDMENT NO. 2)
WHEREAS, on June 18, 2013, the.Qity Council of the City of
Vernon adopted Resolution No. 2013-57, regarding the compensation,
costs and benefits of its employees, which has subsequently been
amended by Resolution No. 2013-66 (the "Citywide Personnel and Salary
Resolution"); and
WHEREAS, Schedule No. VII, Exhibit G, of the Citywide
Personnel and Salary Resolution provides for positions and salary
scales of positions within the Finance Department; and
WHEREAS, Schedule No. XVII, Exhibit Q, of the Citywide
Personnel and Salary Resolution provides for positions and salary
scales of positions within the Risk Management Department; and
WHEREAS, by memorandum dated October 15, 2013, the City
Administrator has recommended that Schedule No. VII, Exhibit G, be
amended and Schedule No. XVII, Exhibit Q, be eliminated to revise the
updated job classification and salary range for the Risk Manager and
approve the position allocation changed n the Finance Department's
budget; -and
WHEREAS, the City Council of the City of Vernon desires to
amend Schedule No. VII, Exhibit G. and eliminate Schedule No. XVII,
Exhibit Q, of the Citywide Personnel and Salary Resolution..
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE

SECTION 1: The City Council of the City of Vernon hereby
finds.and determines that the above recitals.are true and correct.
SECTION 2: The City Council of the City of Vernon finds
that this action is exempt under the California Environmental Quality
Act (CEQA), in accordance with Section 15061(b)(3), the general rule
that CEQA only applies to projects that may have an.effect on the
environment
SECTION 3: Effective October 15, 2013, Schedule No. VII
(Exhibit G), of the Citywide Personnel and Salary Resolution is hereby
amended to add the position of Risk Manager and the related scale, a
copy which is attached hereto as. Exhibit A.
SECTION 4: Effective October 15, 2013, Schedule No. XVII
(Exhibit Q), of the Citywide Personnel and Salary Resolution is hereby.
eliminated
SECTION 5: The provisions of Resolution No. 2013-57, as
amended by: Resolution No. 2013-66, not consistent with or in conflict
with this resolution are hereby repealed; in all other respects,
Resolution Nos. 2013-57 and 2013-66, shall remain in full force and
effect.

SECTION 6: The Interim City Clerk, or Deputy City Clerk, of
the City of Vernon shall certify to the passage, approval and adoption
of this resolution, and the Interim City Clerk, or Deputy City Clerk,
of.the City of Vernon shall cause this resolution and the Interim City
Clerk's, or Deputy City Clerk's, certification.to be entered in the
File of Resolutions of the Council of this City.

Recommendations
It is recommended that the City Council:
1) Find that approval of the proposed amendment to the Citywide Personnel and Salary
Resolution No. 2013-57 amending schedule no. VII (Finance Department) and
eliminating schedule no. XVII (Risk Management Department) is exempt under the
California Environmental Quality Act (CEQA) in accordance with Section 15061(b)(3),
the general rule that CEQA only applies to projects that may have an effect on the
environment.
2) Adopt the attached resolution to amend Citywide Personnel and Salary Resolution No.
2013-57 to amend Schedule No. VII (Finance Department) and Eliminate Schedule No.
XVII (Risk Management Department) to revise the updated job classification and salary
range for the Risk Manager and approve the position allocation change in the Finance
Department's budget.
Back round
On June 18, 2013, the City Council of the City of Vernon adopted Resolution No. 2013-57,
regarding the compensation, costs and benefits of its employees, which has subsequently been
amended by Resolution No. 2013-66 (the "Citywide Personnel and Salary Resolution").
The position of the Risk Manager is currently budgeted as a part-time hourly position. It was
initially established when the incumbent Finance Director started with the City and there was no
clear track record established relative to the volume and complexity of the organization's risk
management requirements. Historically, the City's risk management function was not equipped
with solely dedicated resources trained in handling risk management duties. Initially, risk
management was handled as part of the duties of the City Attorney's department, and
subsequently transferred to the Human Resources department before most recently being
absorbed into the Finance department. The focus of the Risk Manager classification is to
manage the day-to-day administration of property and casualty claims and recovery activities and
services; develop, administer and coordinate programs and strategies designed to eliminate, limit
or transfer risk exposures utilizing insurance, contractual agreements or a combination of both to
protect the city.
In circumstances such as these where the City's and individual department's needs have evolved,
the Human Resources department conducts classification and compensation studies for positions,
either as requested by City departments or based on periodic review in response to the City's
broad operational needs.
An organizational need was identified when the Director of Finance reviewed and assessed the
Risk Manager position. The City of Vernon is a full service City with a robust enterprise
operation including its own electric, water, gas and fiber optics operation. In addition, there is a
full service Public Safety operation that includes a Class One Fire Department, Police
Department and Health Department. As a full service City with an annual budget of $312
million, the complexity of addressing all the risk factors necessitate full-time dedicated resources
to handle insurance, risk mitigation, claims against the City, and claims supporting the City
against third parties.
The existing Risk Manager classification (pay scale - $13,583 per month), has a higher salary
than the average salary of the City's competitive labor market. The Department is proposing to
fill a full-time Risk Manager position with a pay scale of $8,989 - $10,926 for professional risk
management work. This position would be filled through a competitive process. This would
allow the Department to meet the risk management service needs within the City. In order to
facilitate these organizational changes, the Human Resources department has conducted a
classification survey and is proposing revisions to the Risk Manager classification and salary
range.
To this end, staff conducted a survey of the Risk Manager classification from the twelve local
jurisdictions considered comparable to the City of Vernon. The proposed salary range for the
Risk Manager is primarily based on the minimum average salary of the comparable jurisdictions
with Risk Manager classifications, consisting of Torrance, City of Los Angeles, County of Los
Angeles, Glendale, Huntington Beach, Culver City, and City of Riverside.
This analysis resulted in the classification's assignment to a 5-Step pay scale of $8,989 - $10,926
per month. This pay scale falls below the existing Risk Manager pay scale of $13,583 per
month.
In an effort to address an immediate organizational need for staffing for professional risk
management work, staff is recommending the adoption of the revised Risk Manager
classification and salary range. Revising the position allocation and job classification would
allow staff the ability to continue a more paralleled structure aligned with the municipal labor
industry and afford professional opportunities within the City of Vernon. It would also
restructure and develop a revitalized department that is positioned for the future and staffed with
the best qualified people.
In order to move forward with the delivery of quality services, the City will continue to reconcile
its resources (its budget and work force) with organizational and community needs and then
prioritize accordingly. Departmental reorganizations and the consolidation of duties are one part
of this reconciliation.
Fiscal Impact:
Revising the classification of Risk Manager facilitates a .minor reorganization in the Finance
Department. Currently the Risk Manager position has been budgeted as a part-time position with
a salary cost of $50,000. It is recommended that the existing part-time position be eliminated
and changed to a full time position based upon the City's need to handle the enumerated duties.
There is sufficient funding in the existing Finance Department budget to cover the additional
costs of salary and benefits of $80,000 for fiscal year 2013-2014; as such, a budget amendment
would not be required. The Request for Proposals for External Audit Services has realized a
savings of $142,000 over last year's audit cost. A similar level of savings will be realized for the
2015 and 2016 fiscal year since said agreement is for a term of three years. In addition, the
duties of cash management and interest swap analysis costing over $200,000 annually, as
performed by the previous consultant will be transitioned to the Finance Department on or before
January 2014. These cost savings will more than offset the extra cost for increasing the Risk
Manager position to full time.
