A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON APPOINTING THE CITY'S REPRESENTATIVE AND
ALTERNATE REPRESENTATIVE TO THE 2014 GENERAL
ASSEMBLY OF SOUTHERN CALIFORNIA ASSOCIATION OF
GOVERNMENTS
WHEREAS, on April 27, 2009, the City Council of the City of
Vernon adopted Resolution No. 9931 appointing the City's
representatives and alternate representatives to the general assembly
of Southern California Association of Governments ("SCAG"); and
WHEREAS, the City Council of the City of Vernon desires to
appoint new representatives to represent the City in the 2014 General
Assembly of SCAG, currently scheduled for May 1 and 2, 2014.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon hereby
finds and determines that the above recitals are true and correct.
SECTION 2: The City Council of the City of Vernon finds
that this action is exempt under the California Environmental Quality
Act (CEQA), in accordance with Section 15061(b)(3), the general rule
that CEQA only applies to projects that may have an effect on the
environment.
SECTION 3: The City Council of the City of Vernon hereby
appoints W. Michael McCormick, a member of the City Council, to serve
as its representative to the 2014 General Assembly of SCAG and hereby
appoints William "Bill" Davis, a member of the City Council, to serve
as the City's alternate representative to the 2014 General Assembly of
SCAG.
SECTION 4: The City Council of the City of Vernon hereby
directs the City Clerk, or Deputy City Clerk, to send a copy of this
Resolution to the Secretary of the SCAG.
SECTION 5: All resolutions or parts of resolutions,
specifically Resolution No. 9931, or minute orders in conflict with
this Resolution are hereby repealed.
SECTION 6: The City Clerk, or Deputy City Clerk, of the
City of Vernon shall certify to the passage, approval and adoption of
this resolution, and the City Clerk, or Deputy City Clerk, of the City
of Vernon shall cause this resolution and the City Clerk's, or Deputy
City Clerk's, certification to be entered in the File of Resolutions
of the Council of this City.

Recommendation
It is recommended that the City Council:
1. Find that approval of the Resolution is exempt under the California Environmental
Quality Act ("CEQA") in accordance with Section 15061(b)(3), the general rule that
CEQA only applies to projects that may have an effect on the environment; and
2. Appoint from the City Council one representative and one alternate representative to the
Southern California Association of Governments ("SCAG") 2014 General Assembly; and
3. Approve the resolution memorializing said appointments.
Background
On April 27, 2009, the City Council adopted Resolution No. 9931 appointing to the SCAG
General Assembly, William Davis as its representative, and Hilario Gonzales and Michael
McCormick as the alternate representatives "until the death, resignation, disqualification or
subsequent removal by the City Council of such representatives."
SCAG bylaws require the city's delegate and alternate to be designated by the City Council.
SCAG is scheduled to have its General Assembly on May 1-2, 2014, in Indian Wells. Staff
recommends that the Council select one representative and one alternate from the City Council to
represent the City. Because Mayor McCormick has confirmed attendance, it is recommended
that he remain one of the appointed representatives.
The proposed resolution would repeal Resolution 9931. As a result, the appointments to the
SCAG General Assembly would no longer be permanent, but would be made on an event -by -
event basis.
Fiscal Impact
There is no fiscal impact as this is an administrative item. Related costs for the General
Assembly attendance are covered by the Southern California Association of Governments.
