Resolution No. 2014-033RESOLUTION NO. 2014-33
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON AMENDING EXHIBIT A OF RESOLUTION NO. 2013-57
REGARDING THE COMPENSATION; COSTS AND BENEFITS OF
ITS EMPLOYEES ("CITYWIDE PERSONNEL AND SALARY
RESOLUTION") (AMENDMENT NO. 8)
WHEREAS, on June 18, 2013, the City Council of the City of
Vernon adopted Resolution No. 2013-57, regarding the compensation,
costs and benefits of its employees, which has subsequently been
amended by Resolution Nos. 2013-66, 2013-90, 2014-07, 2014-12,
2014-14, 2014-25, and 2014-27 (the "Citywide Personnel and Salary
Resolution"); and
WHEREAS, Exhibit A of the Citywide Personnel and Salary
Resolution provides for positions and salary scales of positions
within the City Departments; and
WHEREAS, by memorandum dated June 17, 2014, the City
Administrator has recommended that Exhibit A be amended to add the
following new job classifications: Executive Assistant to the City
Administrator, Facilities Maintenance Worker, Human Resources
Assistant, Public Works Foreman, and Utilities Compliance Analyst
Classifications; and
WHEREAS, the City Council of the City of Vernon desires to
amend Exhibit A of the Citywide Personnel and Salary Resolution.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon hereby
finds and determines that the above recitals are true and correct.
SECTION 2: The City Council of the City of Vernon finds
that this action is exempt under the California Environmental Quality
Act (CEQA), in accordance with Section 15061(b)(3), the general rule
that CEQA only applies to projects that may have an effect on the
environment.
SECTION 3: Effective June 29, 2014, Exhibit A of the
Citywide Personnel and Salary Resolution is hereby amended to revise
the Citywide personnel classifications and compensation, a copy of
which is attached hereto as Exhibit A.
SECTION 4: The provisions of Resolution No. 2013-57, as
amended by Resolution Nos. 2013-66, 2013-90, 2014-07, 2014-!12,
2014-14, 2014-25, and 2014-27 not consistent with or in conflict with
this resolution are hereby repealed; in all other respects, Resolution
Nos. 2013-57, 2013-66, 2013-90, 2014-07, 2014-12, 2014-14, 2014-25,
and 2014-27 shall remain in full force and effect.

SECTION 5: The City Clerk, or Deputy City Clerk, of the
City of Vernon shall certify to the passage, approval and adoption of
this resolution, and the City Clerk, or Deputy City Clerk, of the City
of Vernon shall cause this resolution and the City Clerk's, or Deputy
City Clerk's, certification to be entered in the File of Resolutions
of the Council of this City.

Recommendation
It is recommended that the City Council:
1) Find that approval of the proposed resolution in this staff report is exempt under the
California Environmental Quality Act (CEQA) in accordance with Section 15061(b)(3),
the general rule that CEQA only applies to projects that may have an effect on the
environment.
2) Contingent upon City Council adoption of the Fiscal Year 2014-2015 budget, adopt the
attached resolution amending Exhibit A — Classification and Compensation Plan, of the
Citywide Personnel and Salary resolution, to be effective July 1, 2014, to add the
following new job classifications with the corresponding salary ranges: Executive
Assistant to the City Administrator (C24 - $5,492 - $6,675 — Confidential Group),
Facilities Maintenance Worker (2380 - $2,609 - $3,231 — Teamsters Miscellaneous
Group), Human Resources Assistant (C17 - $3,903 - $4,744 — Confidential Group),
Public Works Foreman (M26 - $6,055 - $7,360 — Management Group), and Utilities
Compliance Analyst (G27 - $6,358 - $7,728 — Teamsters Miscellaneous Group).
Background
Upon conclusion of the recent citywide classification study and the implementation of
recommended title and classification changes, and as part of the budget preparation process for
fiscal year 2014-2015, City Department Heads reviewed long-term and immediate staffing needs
to meet the current and projected operational needs of their departments and the City.
Through that process, it was determined that the following classifications should be created and
included in the proposed citywide budget for fiscal year 2014-2015: Executive Assistant to the
City Administrator, Facilities Maintenance Worker, Human Resources Assistant, Public Works
Foreman, and Utilities Compliance Officer. The job description for each is attached herewith.
A public hearing on the proposed fiscal year 2014-2015 budget is scheduled for June 17, 2014.
A separate staff report regarding the proposed operating budget for fiscal year 2014-2015 has
also been submitted for the June 17, 2014 City Council agenda. That staff report outlines the
justification process and position allocation for each of the new classifications listed in this staff
report, among other position allocation changes for existing classifications.
In accordance with the Meyers-Milias Brown Act, City staff met and conferred with Teamsters
Union representatives regarding the addition of the Facilities Maintenance Worker and Utilities
Compliance Analyst classifications and corresponding salary ranges to their bargaining unit.
Analysis:
Contingent upon'City Council adoption and approval of the budget for Fiscal Year 2014-2015,
the attached resolution amends Exhibit A of the Citywide Personnel and Salary Resolution to add
the new classifications and salary ranges as follows:

Analyst
With the exception of the Facilities Maintenance Worker, the proposed salary ranges are based
upon the market data and methodology utilized in the Citywide Classification and Compensation
study conducted by Public Sector Personnel Consultants, with review and analysis by the Human
Resources Department and the respective Department Heads. The Facilities Maintenance
Worker remains under negotiation with the Teamsters bargaining unit.
Fiscal Imaact
The cost for fiscal year 2014-2015 to add the new classifications and salary grades is $297,845
and have been included and presented to City Council during the respective departmental budget
presentations for the proposed fiscal year 2014-2015 City wide budget adoption. ,

Executive Assistant to the City Administrator

paraprofessional level in the job series; incumbents work under general supervision, and perform a variety

performs a variety of entry level to semi -skilled maintenance and repair work to the City's facilities, housing,
building systems and functions.
DISTINGUISHING CHARACTERISTICS:
Facilities Maintenance Worker: Facilities Maintenance Worker is the entry-level class in the facilities
maintenance series. Incumbents in this position perform the more routine and less complex assignments
within an established procedural framework. Incumbents work under close supervision while being trained
and gradually work more independently as knowledge and skills increase.
Senior Facilities Maintenance Worker: Senior Facilities Maintenance Worker is the journey level and is
expected to perform the more difficult and complex skilled maintenance work requiring a more thorough
knowledge and experience in building maintenance, construction and repair. Incumbents in this position are
expected to work independently and exercise independent judgment within established systems and
procedures.

SUMMARY: Under general supervision, analyzes NERC and WECC Compliance Monitoring and
Enforcement Programs, including future projects and initiatives aimed to ensure reliability

but are not limited to, the following:
• Works closely with subject matter experts and management to align and implement a NERC/WECC
Internal Compliance Program which ensures compliance with the NERC and WECC Reliability Standards.
• Assist in developing and publishing procedures to comply with NERC and WECC requirements;
coordinates with individual business units to finalize procedures; prepares final documents for Director's
approval; publishes final documents in hard copy and laserfiche document repository and manages
working copies for periodic and annual review.
• Assist the Utilities Compliance Manager in developing the NERC and WECC Internal Compliance
Program; assists management with initiatives required by FERC, NERC, and WECC to ensure electric
reliability and regulatory compliance pursuant to registered functions.
• Coordinates establishment of internal controls and programs including processes, procedures, evidence,
and documentation to meet promote reliable, safe and efficient business practices;; assists in the
development of Human Performance Improvement Program.
• Assist with internal assessments and audits of Subject Matter Experts, Light and Power business unit
practices, documentation, and evidence in preparation for annual compliance self -certification, spot
checks, periodic submittals, external assessments, preparatory compliance audits, external offsite table-
top audits, and on -site audits.
• Identifies, analyzes, assesses, reports, and assists in mitigating risks to reliability and compliance; assists
in compiling and analyzing reliability statistics and metrics:
• Coordinates Light and Power Compliance Committee meetings, informational briefings, and departmental
trainings; represents the City's Light and Power division at industry conferences, workshops, and
committee meetings as required.
• Communicates and coordinates activities, submittals, and procedures with other utilities and registered
entities.
• Monitors changes in NERC and WECC standards; provides a variety of administrative support to Light
and Power Subject Matter Experts, Utilities Compliance Manager, and Compliance Committee; conducts
research to identify industry standards and best practices.
• Organizes, supports, audits, tracks, and document all NERC and WECC related submissions and
subsequent deadlines.
• Assists in identifying vulnerabilities and/or compliance events in monitoring methods; assists in developing
mitigation plans and solutions to prevent reoccurrence of events.
• Researches new industry practices and activities to assure the use of and stay current with Best Practices
at L&P; cultivates a culture of compliance throughout department.

MINIMUM QUALIFICATIONS:
Education, Training and Experience Guidelines:
Bachelor's Degree in Engineering, Business Management, Communication Studies, Political Science,
Economics or Computer Science AND three years of experience in a utility operations performing: regulatory
or procedural compliance activities.
Knowledge of:
• City organization, operations, policies, and procedures.
• State and federal laws, statutes, rules, codes, and regulations governing public utilities, including
Federal Energy Regulatory Commission (FERC), North American Electric Reliability
Corporation(NERC), Western Electricity Coordinating Council (WECC), and California Public Utilities
Commission.
