Resolution No. 2021-042RESOLUTION NO. 2021-42 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON AMENDING EXHIBIT A OF THE CLASSIFICATION AND COMPENSATION PLAN ADOPTED BY RESOLUTION NO. 2021-16 TO ADD AND REVISE VARIOUS CLASSIFICATIONS AND ASSOCIATED SALARY RANGES SECTION 1. Recitals. A. On June 1, 2021, the City Council adopted Resolution No. 2021-16, as amended by Resolution Nos. 2021-27 and 2021-37, adopting the Classification and Compensation Plan in accordance with Government Code Section 20636(b)(1). B. Based on the potential re-purchase of the Malburg Generation Station, 13 new classifications and associated salary ranges are necessary in the Public Utilities Department for power plant operations. Based on the recent resignation of the long-term Human Resources Analyst incumbent, staff has also reviewed the Human Resources Analyst series and recommends revisions to both classifications in this series and a salary change to the Human Resources Analyst position. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF VERNON AS FOLLOWS: SECTION 2. The City Council of the City of Vernon hereby finds and determines that the above recitals are true and correct. SECTION 3. The Classification and Compensation Plan adopted by Resolution No. 2021-16, as amended by Resolution Nos. 2021-27 and 2021-37, is hereby amended to revise and add classifications and associated compensation for the positions of Assistant General Manager – Generations and Operations, Control Room Operator, Control Room Operator, Senior, Field Operator, Human Resources Analyst (revised) Instrument & Controls Technician, Maintenance Manager, Material Control Administrator, Mechanic/Welder, Mechanic/Welder, Lead, Operations Manager, Plant Electrician, Plant Engineer, Senior Human Resources Analyst (revised), and Site Safety Administrator/Control Room Operator, as shown in Exhibit A of this Resolution and referred to as Exhibit A of the City’s Classification and Compensation Plan. / / / / / / / / /           Resolution No. 2021-42 Page 2 of 5 _______________________ SECTION 4. Adopt Resolution No. 2021-42 amending Exhibit A of the Classification and Compensation Plan, adopted by Resolution No. 2021-36, as amended by Resolution Nos. 2021-27 and 2021-37, approving new or revised salary ranges for the above referenced classifications. Background: Due to evolution of the course of business in the City, it may be necessary to adjust staffing models and salaries of City employees from time to time to ensure that roles, duties, and resources are aligned to meet the needs of the Vernon community. Accordingly, the Human Resources Department proposes updates to the City's existing Classification and Compensation Plan to accommodate several new and revised positions. The City has been in negotiations to potentially re-purchase the Malburg Generation Station. Should the purchase be completed, the power plant would be operated by City staff and would become part of the Public Utilities Department operations. As such, it is necessary to develop and establish appropriate classifications and associated salary ranges for staffing the power plant as a potential City-owned facility. The establishment of thirteen new classifications and associated salary ranges is recommended. The new classifications and recommended salary ranges have been developed based on the existing staffing structure, based on a survey of comparable operations and staffing in other public power generation facilities, internal alignment with existing classifications, and based on an evaluation of staffing needs by the City Administrator and the City's contracted consultant responsible for the pre-purchase plant evaluation. In the Human Resources Department, the classification of Human Resources Analyst recently became vacant after the resignation of the long-term incumbent. As such, staff has reviewed the Human Resources Analyst job classification series and is recommending revisions to both the Human Resources Analyst and Senior Human Resources Analyst job descriptions. The revisions to both job descriptions more accurately reflect the duties and responsibilities assigned and performed by the incumbents in these classifications. A salary survey has been conducted for the Human Resources Analyst in accordance with the City's compensation policy prior to initiating a recruitment to fill the vacancy. It is recommended that the salary be increased for the Human Resources Analyst classification by approximately 10%. It is also recommended to change the Human Resources Analyst classification to be designated as "Exempt" which is consistent with the professional and administrative nature of the position and consistent with comparable positions in the industry. The salary for the Senior Human Resources Analyst will remain unchanged. The recommended salary ranges are listed below.
