Resolution No. 2023-023RESOLUTION NO. 2023-23 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON ADOPTING THE CLASSIFICATION AND COMPENSATION PLAN IN ACCORDANCE WITH GOVERNMENT CODE SECTION 20636(b)(1) AND REPEALING RESOLUTION NO. 2023-11 SECTION 1. Recitals. A. On June 6, 2023, the City Council adopted Resolution No. 2023-11 adopting the Classification and Compensation Plan in accordance with Government Code Section 20636(b)(1). B. Due to occasional modifications to specific salary ranges and classification titles and to incorporate new, retitled, and revised classifications, staff recommends the adoption of an updated Classification and Compensation Plan. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF VERNON AS FOLLOWS: SECTION 2. The City Council of the City of Vernon finds and determines that the above recitals are true and correct. SECTION 3. Effective October 3, 2023, the City Council hereby approves the Classification and Compensation Plan, attached hereto as Exhibit A. SECTION 4. All resolutions or parts of resolutions, specifically Resolution No. 2023-11, not consistent with or in conflict with this resolution are hereby repealed. SECTION 5. The City Clerk shall certify the passage and adoption of this resolution and enter it into the book of original resolutions. PURPOSE Exhibits A through G to this Plan are enacted pursuant to the City of Vernon City Charter to provide for the classification and compensation of City officers and employees, and to conform to the principle of equal pay for equal work. Officers and employees of the City of Vernon shall receive compensation and costs in accordance with the amounts set forth in the attached compensation plan. Section 2. THE COMPENSATION PLAN The basic compensation plan for the various employee units, groups and non-classified employees, as of the date of adoption of this plan is hereby established as set forth in Exhibits A through G, which are attached hereto and incorporated herein by reference. The City Administrator shall have authority to create and maintain salary steps to implement the provisions of this Section. Salaries granted pursuant to this provision shall be reported to PERS as compensation earned. Please refer to Human Resources Policy II-3, Salary Plan for specific policy and procedures. Section 3. THE CLASSIFICATION PLAN The classification plan includes the allocation of class titles to salary ranges for City officers and employees. The Classification Plan further includes the allocation of class titles to salary ranges for those employees that are designated as exempt from the classified service. These exempt classes are for elective officers; persons appointed by the City Council, including the City Administrator, and City Attorney; persons appointed by the City Administrator, including department head or designees; and persons appointed by the City Attorney pursuant to City of Vernon Municipal Code that serve in an "at will" capacity subject to the terms and conditions of an employment contract and are so designated in the plan as "non-classified." The classification plan as of the date of adoption of this plan is hereby established as set forth in Exhibit “A” which is attached hereto and incorporated herein by reference. The Human Resources Director, with approval by the City Administrator or his/her designee, is responsible for maintenance of the Classification Plan, including the allocation of new or changed positions to the appropriate class, the recommendation of proper salary ranges within the provision of pay administration, maintenance of up-to-date class specifications, and the preparation of reports and recommendations on revisions to the Classification Plan. Approve new, retitled and revised job descriptions; and B. Adopt Resolution No. 2023-23 adopting the Classification and Compensation Plan in accordance with Government Code Section 20636(b)(1) and repealing Resolution No. 2023-11 effective October 3, 2023. Background The Human Resources Department is responsible for maintenance of the Citywide Classification and Compensation Plan (Plan) which consists of the various classification specifications (job descriptions) as well as the Compensation Schedules that list the classification titles and salaries for each classification which are attached to the Plan as Exhibits A through G. NEW, RETITLED, AND REVISED JOB DESCRIPTIONS As part of the ongoing review and analysis of the City’s Classification and Compensation Plan, the following recommendations are being made to ensure the City’s job descriptions are up to date and accurate and also to ensure the City maintains competitive salaries to assist in recruitment and retention efforts. The following new, retitled, and revised job descriptions, along with corresponding salaries, are summarized as follows for each of the applicable City Departments. Finance Department Approval of revised Director of Finance/City Treasurer job description is recommended. This revision is proposed to incorporate and clarify that this executive-level classification serves as the City’s overall Chief Financial Officer charged with oversight of all City funds and financial functions. This is commonly found in the market and helps reflect industry standards. Health and Environmental Control Department Approval of revised/retitled and new and revised job descriptions in the Health and Environmental Control Department is recommended for the following classifications titles: Environmental Health-Hazardous Materials Trainee (revised), Environmental Health-Hazardous Materials Specialist I (revised), Environmental Health-Hazardous Materials Specialist II (new). Recommended job description revisions and establishment of a level II classification in this job series will provide career path opportunities to strengthen retention strategies and support succession planning. Public Utilities Department Approval of new and revised job descriptions in the Public Utilities Department is recommended for the following classification titles: Gas Systems Field Supervisor (new), Gas Systems Manager (new), Utilities Maintenance Worker (revised), and Utilities Operations Trainee (revised). Recommended new job descriptions in the Gas Division will not increase the number of budgeted positions. One position will be filled with a promotional recruitment process and the Gas Systems Superintendent will remain unfilled utilizing those funds towards the Gas Systems Manager. These Gas Systems classifications will provide in-house compliance and strategic planning expertise as required by the Department of Transportation audit. The revisions to the Utilities Maintenance Worker job description reflect the full scope of duties and responsibilities, which fall more in line with the International Brotherhood of Electrical Workers (IBEW) bargaining group classifications. Therefore, the recommendation to change the bargaining group designation from Teamsters to IBEW for Utilities Maintenance Worker is supported. Minor job description revisions to Utilities Operations Trainee are recommended to ensure the position reflects current job functions and requirements. Citywide and Administrative Classifications Approval of new Procurement Specialist job description is recommended. This classification will be focused on department level purchasing and contract administration working in conjunction with the City’s centralized purchasing function. A position was included in the Fiscal Year 2023/2024 budget to be shared between the Public Works and Public Utilities Departments. Also recommended is approval of new and revised job descriptions for the existing Administrative Analyst series for the following classification titles: Management Intern (revised/retitled), Management Analyst (revised/retitled), Senior Management Analyst (new), and Principal Management Analyst (new). The Management Intern revision and retitle is recommended to reflect market trends and help attract undergraduate or graduate students and recent graduates interested in careers in local government. The Management Analyst series is recommended to reflect current market trends and assist with recruitment, retention, and succession planning. This series will provide flexibility for hiring departments to request classification at a level that corresponds with work scope and level of responsibility needed. Sufficient funds to cover the proposed classification are available in the Health and Environmental Control Department Salaries and Benefits accounts. There is an approximate incremental annual increase of $4,084 (Salary $3,659 and Benefits $425) associated with the approval of the new classifications in the Public Utilities Department. Sufficient funds to cover the proposed classifications are available in the Public Utilities Department Salaries and Benefit accounts. There is an approximate annual cost saving of $9,346 (Salary $8,154 and Benefits $1,192) associated with the approval of the new shared classification of Procurement Specialist in the Public Works and Public Utilities Departments. During the 2023-24 fiscal budget, a higher-level classification was proposed and included in the budget. After further review and analysis of Departmental needs and essential functions, a different classification is recommended with corresponding salary range that is lower than was previously budgeted. Sufficient funds to cover the proposed classification are available in the Public Works and Public Utilities Department Salaries and Benefits accounts. There is an approximate annual incremental cost increase of up to $2,600 associated with the approval of the revised/retitled Management Intern for each intern position in each of the Departments that have an Administrative Intern position budgeted. Sufficient funds are available in the corresponding Departments’ Salaries and Benefits accounts. There is no fiscal impact related to the creation of the Management Analyst job descriptions.
