A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON
APPROVING AND AUTHORIZING THE EXECUTION OF A SIDE LETTER
OF AGREEMENT NO. 3 BY AND BETWEEN THE CITY OF VERNON AND
THE VERNON POLICE OFFICERS’ BENEFIT ASSOCIATION
SECTION 1. Recitals.
A. The Vernon Police Officers’ Benefit Association (VPOBA) has been recognized as
an employee organization pursuant to Resolution No. 4027.
B. On September 2, 2025, the City Council of the City of Vernon adopted Resolution
No. 2025-026 approving a Memorandum of Understanding setting forth certain terms and
conditions for employment of the City of Vernon employees in classifications represented
by the VPOBA, for the period of July 1, 2025 through June 30, 2028.
C. On December 16, 2025, the City Council of the City of Vernon adopted Resolution
No. 2025-040 approving and authorizing the execution of a Side Letter of Agreement
(VPOBA Side Letter No. 1) between the City of Vernon and the VPOBA, updating
provisions regarding excess leave accrual pay-out procedure.
D. On March 17, 2026, the City Council of the City of Vernon adopted Resolution No.
2026-011 approving and authorizing the execution of a second Side Letter of Agreement
(VPOBA Side Letter No. 2) between the City of Vernon and the VPOBA, updating
provisions regarding In-Lieu Holiday Time.
E. Representative members of VPOBA and the City have agreed to execute a third
Side Letter of Agreement, effective March 31, 2026, to reflect a holiday name change
from Cesar Chavez Day to Farmworkers Day.
F. All other terms of the existing VPBOA MOU would remain in effect.
G. The City Council desires to approve the VPOBA Side Letter of Agreement No. 3.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF VERNON AS FOLLOWS:
SECTION 2. The City Council of the City of Vernon hereby finds and determines
that the above recitals are true and correct.
SECTION 3. The City Council of the City of Vernon hereby approves and
authorizes the execution of the Side Letter of Agreement (VPOBA Side Letter No. 3)
between the City of Vernon and the Vernon Police Officers’ Benefit Association, in
substantially the same form attached hereto as Exhibit A.

SECTION 4. The City Council of the City of Vernon hereby instructs the City
Administrator, or his designee, to take whatever action is deemed necessary or desirable
for the purpose of implementing and carrying out the actions of this Resolution and the
transactions herein approved or authorized, including but not limited to, any
nonsubstantive changes to the Side Letter Agreement attached herein.
SECTION 5. The City Council of the City of Vernon hereby directs the City Clerk,
or the City Clerk’s designee, to send a fully executed VPOBA Side Letter No. 3 to Lorenzo
Gaytan, President of the Vernon Police Officers’ Benefit Association.
SECTION 6. Severability. If any provision of this Resolution or the application
thereof to any person or circumstance is held invalid, such invalidity shall not affect other
provisions or applications, and to this end, the provisions of this Resolution are declared
to be severable.
SECTION 7. The City Clerk, or Deputy City Clerk, shall certify the passage and
adoption of this resolution and enter it into the book of original resolutions.

Recommendation
A. Adopt Resolution No. 2026-015 approving Side Letter of Agreement No. 2 by and between
the City of Vernon and the International Brotherhood of Electrical Workers, Local 47 (IBEW)
regarding a holiday name change;
B. Adopt Resolution No. 2026-016 approving Side Letter of Agreement No. 2 by and between
the City of Vernon and the Teamsters Local Union 986 (Teamsters) regarding a holiday name
change;
C. Adopt Resolution No. 2026-0017 approving Side Letter of Agreement No. 3 by and between
the City of Vernon and the Vernon Police Management Association (VPMA) regarding a holiday
name change; and
D. Adopt Resolution No. 2026-0018 approving Side Letter of Agreement No. 3 by and between
the City of Vernon and the Vernon Police Officers’ Benefit Association (VPOBA) regarding a
holiday name change.
Background
The City recognizes four employee bargaining groups including the International Brotherhood of
Electrical Workers, Local 47 (IBEW), Teamsters Local Union 986 (Teamsters), Vernon Police
Management Association (VPMA), and the Vernon Police Officers’ Benefit Association
(VPOBA). On September 2, 2025, the City Council approved Memoranda of Understanding
(MOU) with each of the four respective bargaining groups for the term period of July 1, 2025
through June 30, 2028.
Given the nature of the recent developments regarding Cesar Chavez, staff recommends
renaming Cesar Chavez Day to Farmworkers Day. The new name aims to honor the
contributions of the agricultural labor community and shifts the focus from a single figure to the
broader farmworker movement. All the bargaining units agree with the proposed holiday name
change.
For IBEW, in addition to the holiday name change, the Side Letter of Agreement reflects an
administrative update to the classification titles for the Mechanic job series at the power plant.
Said classification titles now include "Power Plant" in front of the job titles to align with the
changes made as part of the classification and compensation study.
The proposed resolutions and respective side letters have been approved as to form by the City
Attorney.

There is no fiscal impact associated with this report.
