Resolution No. 2026-026RESOLUTION NO. 2026-026 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON ADOPTING THE CLASSIFICATION AND COMPENSATION PLAN IN ACCORDANCE WITH GOVERNMENT CODE SECTION 20636(B)(1) AND REPEALING RESOLUTION NO. 2026-004 SECTION 1. Recitals. A. On February 17, 2026, the City Council adopted Resolution No. 2026-004, adopting the Classification and Compensation Plan in accordance with Government Code Section 20636(b)(1). B. The Human Resources Department worked in collaboration with the City Attorney, Health and Environmental Control, and Public Utilities Departments to update job descriptions in each of the departments to reflect current job duties and responsibilities. Human Resources has received input from all stakeholders regarding proposed job description revisions and retitles. C. Staff recommends the adoption of a revised Classification and Compensation Plan to change existing job description language and salary grades of the following: Deputy City Attorney from Exempt mid-management salary grade 35 monthly range ($12,262 - $14,904) to Exempt management salary grade 38 monthly range ($14,194 - $17,253). Senior Deputy City Attorney from Exempt management salary grade 39 monthly range ($14,904 - $18,116) to Exempt management salary grade 43 monthly range ($18,116 - $22,020). D. Staff recommends the adoption of a revised Classification and Compensation Plan to incorporate revised job description titles of the following: Water Maintenance Worker, Lead to Water Maintenance Worker, Lead – Construction and Water Maintenance Worker, Lead – Production. Water Maintenance and Construction Supervisor to Water Supervisor. E. Staff recommends changes to the following job descriptions to more accurately reflect the current requirements, duties and responsibilities of the following positions: Director of Health and Environmental Control, Water Administrator, Water Maintenance Worker, Water Maintenance Worker, Senior, Water Operations Trainee, and Water Superintendent. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF VERNON AS FOLLOWS: SECTION 2. The City Council of the City of Vernon hereby finds and determines that the above recitals are true and correct. Effective June 2, 2026, the City Council of the City of Vernon hereby approves the Classification and Compensation Plan, attached hereto as Exhibit A. SECTION 4. All resolutions or parts of resolutions, specifically Resolution No. 2026-004, not consistent with or in conflict with this resolution are hereby repealed. SECTION 5. Severability. If any provision of this Resolution or the application thereof to any person or circumstance is held invalid, such invalidity shall not affect other provisions or applications, and to this end, the provisions of this Resolution are declared to be severable. SECTION 6. The City Clerk, or Deputy City Clerk, shall certify the passage and adoption of this resolution and enter it into the book of original resolutions. PURPOSE Exhibit A to this Plan is enacted pursuant to the City of Vernon City Charter to provide for the classification and compensation of City officers and employees, and to conform to the principle of equal pay for equal work. Officers and employees of the City of Vernon shall receive compensation and costs in accordance with the amounts set forth in the attached compensation plan. Section 2. THE COMPENSATION PLAN The basic compensation plan for the various employee units, groups and non-classified employees, as of the date of adoption of this plan is hereby established as set forth in Exhibit A, which is attached hereto and incorporated herein by reference. The City Administrator shall have authority to create and maintain salary steps to implement the provisions of this Section. Salaries granted pursuant to this provision shall be reported to CalPERS as compensation earned. Please refer to Human Resources Policy II-3, Salary Plan for specific policy and procedures. Section 3. THE CLASSIFICATION PLAN The Classification Plan includes the allocation of classification titles to salary ranges for City officers and employees. The Classification Plan further includes the allocation of classification titles to salary ranges for those employees that are designated as exempt from the classified service. These exempt classes are for elective officers; persons appointed by the City Council, including the City Administrator, and City Attorney; persons appointed by the City Administrator, including department head or designees; and persons appointed by the City Attorney pursuant to City of Vernon Municipal Code that serve in an "at will" capacity subject to the terms and conditions of an employment contract and are so designated in the plan as "non-classified." The Classification Plan as of the date of adoption of this plan is hereby established as set forth in Exhibit “A” which is attached hereto and incorporated herein by reference. The Director of Human Resources, with approval by the City Administrator or his/her designee, is responsible for maintenance of the Classification Plan, including the allocation of new or changed positions to the appropriate classification, the recommendation of proper salary ranges within the provision of pay administration, maintenance of up-to-date classification specifications, and the preparation of reports and recommendations on revisions to the Classification Plan. Approve revised job descriptions and reclassifications; and B. Adopt Resolution No. 2026-026 adopting the Classification and Compensation Plan in accordance with Government Code Section 20636(b)(1) and repealing Resolution No. 2026-004, effective February 17, 2026. Background The Human Resources Department is responsible for the maintenance of the Citywide Classification and Compensation Plan (Plan) which consists of the various classification specifications (job descriptions) as well as the Compensation Schedules that list the classification titles and salaries for each classification which are attached to the Plan as Exhibits A. Updated and Revised Job Descriptions As part of the annual budget process, the Human Resources Department has worked in collaboration with various City Departments to update/revise existing job descriptions as appropriate. Revisions have been provided to the corresponding employee bargaining groups for review and feedback. The updated/revised job descriptions are summarized as follows for each of the applicable City Departments. City Attorney Approval of revised job descriptions and changes in salary grades for the classification titles of Deputy City Attorney and Senior Deputy City Attorney are recommended. The revisions recommended to these existing classifications more clearly distinguish and define the functions and responsibilities in this job series. Classification and compensation surveys were conducted to review and analyze comparable agencies' compensation. Based on review of survey results the following salary grade changes are recommended and supported by survey findings. Deputy City Attorney from Exempt mid-management salary grade 35 monthly range ($12,262 - $14,904) to Exempt management salary grade 38 monthly range ($14,194 -$17,253). Senior Deputy City Attorney from Exempt management salary grade 39 monthly range ($14,904 - $18,116) to Exempt management salary grade 43 monthly range ($18,116 - $22,020). Public Utilities Department Approval of revised job descriptions in the Water Maintenance job series to reflect current job assignments and areas of responsibilities to distinguish between Construction and Production. These recommended changes do not add to the number of budgeted positions in the Department and do not have a fiscal impact. Health and Environmental Control Department Approval of updated job description for the Classification title of Director of Health and Environmental Control to appropriately reflect the current functions and responsibilities of this position. These recommended changes do not add to the number of budgeted positions in the Department and it does not have a fiscal impact. Pursuant to Government Code Section 54953(d)(3), prior to taking final action, an oral report summarizing the recommended revision to the salary schedule applicable to management and executive employees was provided. Fiscal Impact The estimated 2026-2027 fiscal impact associated with the proposed actions is as follows: The annual fiscal impact is estimated at$235,945 (Salary$183,650-Step 3 and Benefits $52,295- PEPRA, Family medical contribution, no UAL consideration) for the recommended salary grade changes to the Deputy City Attorney and $297,075 (Salary $244,475-Step 3 and Benefits $52,600- PEPRA, Family medical contribution, no UAL consideration) for the Senior Deputy City Attorney. The Deputy City Attorney position is budgeted in the Proposed Fiscal Year 2026-27 Budget; the Senior Deputy City Attorney classification is only being updated to ensure succession planning and alignment within the job series. Sufficient funds are available in the General Fund Account No. 011-010-115-501010 for the proposed Deputy City Attorney budget salary. The position is budgeted for half Fiscal Year 2026-27 at $91,825 proposed salaries for January-June 2027. There is no additional annual increase associated with the approval of the recommended revisions to the Director of Health and Environmental Control job description or to the Water series job descriptions with the Public Utilities Department.
